So I'm making an Eldar Infiltrator army with a WHOLE lot of Rangers. As my secondary HQ in taking a Spiritseer with the long rifle and there's my problem.
The Spiritseer is a resin model and I'm trying to get a sniper rifle in his hands. Preferably him aiming with it.
I'm new to this, any ideas on how to do this?

Your best friends here will be a razor saw, files, super glue, and epoxy putty. You will want to carefully cut the arms from the torso and either use them or compatible ranger arms with the desired rifle. It will take putty work to blend the parts for the desired effect. This all being said, if you would be uncomfortable with such a conversion I do take commissions for conversions and custom models.

You say that I am crazy. I say that you are right!
