A guy in my local scene is playing Grey Knights with this list (approximating)

Allied formation
Tau 6x broadsides 1x riptide

Is this allowed? I don't know what the rules are for formations.

Yes. Tau and Grey Knights are allies of convience and as such can include that formation as a separate detachment. Have him show you the Firebase Cadre dataslate and it will show all this.
