Apocalypse, ick. While 40k is ick, not everyone signed up to play a version of
the game they weren't interested in. Given a choice between apoc and house rules,
I think people would prefer house rules

Of course you could do that, but that also isn't the point of everyone upset be their loss, and by the removal of a lot of the Traitor Legions from Officialdom.

It would be nice to be able to play said lists everywhere, without special permission.

Apocalypse, contrary to what GW would have us all believe, is NOT the answer.
