Partly story, and the other is creativity. Like when I get an idea about something. I like to see it through and try some different trchnique that I haven't tryed before. I have a lot of fun in the process. Also, making a strong army that looks kick ass is one too. I really enjoy working on inquisitors and their henchmen.

Generally, the background makes me pick a faction, but the minis are equally as important.
For example. I was really excited about the new Necron codex... then I read the fluff.
Killed/enslaved the C'tans?
Not antinomian misanthropic killing machines filled with nothing but hate and an all consuming contempt for life?
And really, then there's the minis themselves...

1.) The models themselves - Space Wolves have an array of kicking models.
2.) The way the army plays - Blood Angels are super assaulty with assault, and jump pack troops and assault.
3.) When the fluff drags me in - Dark Eldar.
4.) Or sometimes when I'm sick of working with a certain color for an extended period of time - DA Green after an entire company makes me want to paint pink orks.

I currently play Eldar, Dark Angels liking Eldar more, but having more DA
New startups are the Dark Eldar
My son plays Space Wolves, Necrons, Nids so I've got access to those models around the house if I wanted a change of pace.
I would consider playing Blood Angels, or maybe just use their codex with my DAs playing the battle.
There are various armies that are my style, but I want to just paint up a squad of - Schaeffer's Last Chancers, New Shokk Attakk Gun, Gazghull Thraka, Grey Knight squad.
And then there's all the non 40k stuff that I want.....sheesh.

I love painting and modeling - a finished model is so gratifying to me, it is like a reason for existing, to have a beautifully painted, finished mini. Well, that and any creative endeavor for me - Music, Art, Painting/modeling, etc.

The army has to grip me, my favorites are Eldar, Tyranids and Space Marines, which I picked up in that order mainly because of a variation of playstyle, but also the varied ways I could paint each army differently.

I'd like to build another army just to be able to change up the game and tactics, I feel playing with a different army will help with developing tactics if you ever use one of your armies to go against the other kind you built.

Great looking miniatures and the army's background.

What really makes me to start a new army is "Conversion Possibilities" if I get a great idea for conversions, custom sculpts, thematic builds etc, it immediately makes me want to buy it and get to work. Although fluff as a whole is largely a secondary concern for me, when I find a background I like, I really get into it (such as Eldar for 40k) and thus try explore various army build/conversion possibilities within the context of said army. Also as sad as it is I "must" have female units and a custom HQ in the army, so that kinda kills off some army choices for me a little bit.

Current projects: (shame I'm so far behind)
Harlequin Eldar Army (Early planning stage) - Because they are great looking and wonderfully mysterious, gonna create a custom jetbike design too.
Tau Kroot Army (Not even started...) - Because I love the idea of custom sculpting a bunch of kroot hounds and the new (remoured) MC. Oh and I want to scuplt some female kroot, trust me it'll make it work.

I know a few people who have collected armies just so they can use them in campaigns they have created or to practice on. I for instance have even collected a small chaos army for painting and photographing. I absolutely hate chaos, so I use them as target practice too

For me it;s the background stories and the models that makes me start new armies, it is rather annoying sometimes though when GW decides to change the background of an army in the new books when the old books sometimes had better backgrounds in them.

Allies chart. One of the biggest reason why I started a daemon army was cuz their blood brothers with my chaos marines. Oh and because their their fluff is mean and their models are badass. A mixture of all choices really.
Now I'm thinking of starting an renegade IG army but thats some time in the future.

I wrote try new techniques, because I played BA, and before 7th they were not competitive at ALL. I started a tau army to have a little more competitiveness. Then 7th came and I looked at tau and said "You are no fun to play, go sit in the corner." and haven't played them since.

It's the look of the miniatures that will attract me first. Then possibly the fluff that goes with them. I am not a power gamer so winning ability is not all that important. In it all for the fun firstly and lastly. So the army has to be fun to play or have a few fun and unpredictable units.

I put Other - typically I start an army because I have a modelling project which I want to start - like rebel grots or mechanids. Often I look at models from other armies and think "that would work well as..."

Conversions, in short. Not the stock models, but the potential. Hence why I play Orks!
