Why would you need to do the nine Legions? What about the non-Legion Astartes aligned with the Dark Powers? It's not like the Venerable Dreadnought covers the 9 First Founding Chapters.
The Chaos Space Marine squad box covers the four Powers, Chaos Undivided, and the generic renegades well enough.

If they put out five power specific iconography bits like they do in the troop box, then the legion people are still going to complain that their legions aren't represented. If they put out nine legion specific iconography bits then the unrepresented groups are going to complain that not everyone uses the legion iconography. And that's still leaving out the independent groups like the Red Corsairs and the other groups mentioned in the current codex.
In contrast to that situation, where there would be no way to satisfy everyone and the whole activity would just consume resources for limited sales, you have the status quo in which people either buy the metal dreadnought and convert it, or buy one of the plastic loyalist kits and convert it, possibly using one of the Forgeworld conversion kits.
I just don't see why GW would ever bother putting out a plastic Chaos dreadnought as long as the current molds are usable because a new plastic kit wouldn't make everyone happy.

If by everyone you mean Chaos Space Marine players, but consider if they included the missing weapons from the loyalist Space Marine kits? People really seem to want those plastic Twin Autocannons, and I'm sure there's got to be someone out there that wants those right-arm Twin Heavy Bolters. If they design it so that parts are interchangeable with the other plastic Dreadnought kits, then GW would make the Space Marine players happy, as well as some of the Chaos Space Marine players.

Yeah, exactly like those. Forgeworld also sells Missile Launchers, Assault Cannons, Lascannons, Plasma Cannons, and Close Combat Weapons. Just like we find in the plastic kits!

Yes/no.
The ones Forge World sells fit the Mk. IV "Heresy" pattern Dreads. They can be adapted to the standard plastic ones, but the reverse isn't true.
Plus there wasn't a Plasma Cannon prior to the more recent Venerable Dread was there?

There was, thank God. I'm looking forward to the other weapons in plastic. Forgeworld sells MkV Multi-Meltas, Autocannons, Plasma Cannons, Heavy Bolters, and even Inferno Cannons, but that just shows that they're implementing all the options in plastic.
Since that is the case, I think we'll see a right arm Multi-Melta, a left and right arm set of Autocannons, a right arm set of Heavy Bolters, a Dreadnought Close Combat weapon with two different fists, and some other knick-knacks.

I think anyone expecting all the legions to be catered to is completely unreasonable and GW shouldn't use it as an excuse to not release a model (or any model for that matter in a faction orientated argument).
Just because marines get a few variant armies (BT, DA, BA, SW), doesn't mean chaos have to get variant armies/models for all 9 legions. A plastic kit with icons for the 4 powers + undivided (in the same style as the CSM troop box) is more then enough for chaos players and chaos players have been happy with this design scope for a while now. Realistically there is little difference between a death guard dread/unit and a nurgle dread/unit bar a few icons/decals/player representations. Any sort of representation on this level is the player’s responsibility and not GW.
I think the main point is that chaos needs a new kit, with actual variant weapons and sprues as the current kit does not have this. A kit similar to the recent iron clad/vulnerable but with chaos specific designs/sprues/molds is both ideal and more then satisfactory.

To be honest,I'm starting to think that if GW released conversion packs for the venerable Dread, I might buy those.
I could imagine an entire sprue (with a head, leg plates,armor plates and whatever else you need for a certain legion,like specific spikes and emblems) that could be used with any of the loyalist dreadnoughts (or maybe just the venerable dread,idk).
Would that be out of GW's thoughts? I'd pay at least 10 bucks if I could get it from a local store,and not forgeworld...

The problem is that the inserts and whatnot are integral to the two Venerable Dreadnought sprues. That would essentially mean to buy a Chaos Dreadnought you'd need to buy a Venerable Dreadnought and then a Chaos Dreadnought add-on sprue. That seems like a good idea from a business sense, but consider that the Death Company and Sanguinary Guard are basically the kits for all the Blood Angel specific plastic bits. I don't think we'd see something like the Space Wolf upgrade box, but a stand-alone. Then the stand-alone could have the various upgrade sprues sold direct like the Deff Rolla sprue is.

Yeah,that would work. If we could just buy the legs and basic hull for a reasonable price (maybe 20$), I would have no problem spending at least 30 bucks for a totally customized dread.
For example:
-I buy a dreadnought body (which is the legs,the basic hull and some weapons without arms) for about 25$
-I buy a Black legion Dreadnought conversion set (which is the head,front piece,back piece,basic arms,leg plates,feet and bits) for 30$
GW makes more money this way, and can sell the conversion sets to people who want them for other conversions (like....deffdreads,idk).
They could do this for the loyalists too,seeing as how the Venerable Dread is largely conversion material on top of a regular dreadnought....
I think this could work,but I digress. I doubt this will happen,considering they make enough money of the 4-5 dreadnoughts they sell.

The basic Chaos Dread would almost certainly have bitz for all 5 Powers, same as the basic CSM box, and the CSM vehicles.
GW knows that they aren't going to satisfy everybody, and really do not care as long as they satisfy the bulk of the buying customer base. As opposed to the small number who cannot be satisfied, regardless of their efforts.

Realistically, GW will, at some point, do stand-alone Big 4 "Legions" boxes, replacing the current mixed-metal affairs. You can reasonably bet that the next Khorne Berzerker box would contain extra Khorne bitz and WE icons for Vehicles, just as the next Plague Marine box would contain extra Nurgle bitz & DG icons. If the CSM Dread is available, expect a Dread-specific sarcophagus insert as well.
