Hell I am still under the delusion that maybe someday GW will see my work and hire me...  Of course that is because I am a money grubbing freelance..

99.9% of the touries I have been in right from games at FLGS and Adepticon, green stuff on models are welcome as long at it still at least 50% GW. Adepticon 09 you could use non-GW models to count as GW figures. Most people if not all will allow green stuff.
Myself, I don't mind playing against someone that uses green stuff on their models to make the look better. But dont just make three feet of GS rolls and throw it on a Jabba the Hutt action figure and tell me that it looks better than the pro-painted forgeworld greater demon that I was using.

I find this reasoning flawed as a competitive opponent may ask you to prove that you used green stuff as there are several sculpting mediums in the market. Even scraping the paint off to show green in extreme circumstances can still be challenged as a green color of a different brand of sculpting medium. I know it may never happen but you never know....
I have seen a parent defend his kid's illegal tactics by saying "he's a kid...let him play...it's a game, let him have fun". If he is a kid there to play for fun, then why is he playing a sanctioned tournament with illegal tactics using the "i didn't know" clause as an excuse. Now, not only are you being cheated on, you now have to teach the kid how to play. Sorry, rant ended...different game, don't ask...

I think the term "Green Stuff" is a general term for scupting material. I use Procreate for my medium when I am adding onto a model since it is better than GW. The 50 or 60 percent is the physical plastic or metal parts. A True Scale Space Marine utilizing terminator legs, chest and backpack and the rest GS then that would be the fifty percent rule. I could mix up a Space Marine sized glob of GS, stick in a backpack, sholder pads and a bolter and call it a Space Marine this does not count as 50 percent GW. Even if you scuplt details it still does not count.

As with the vast majority of 'can I use it?' tournie questions, the answer is: It would depend on the tournie's rules.
From what I have seen, most tournies have no problem with sculpted models. Many have no problems with models that aren't GW. GW-sanctioned events often have the ' GW only' clause, or some 'percentage' clause... but you would need to check the rules for the actual tournament you are wanting to use the model in.

Dude, I just had a horrible idea for anyone who doesn't mind getting tossed from a tourney.
If the TO is being a total ---wipe, or is known to be so then grab a slab of Green Stuff and sculpt yourself a Baneblade or something. Then when he trys to argue that it does not meet the percentage criteria stuff tell him this:
"Most of the mini's released by GW are injection molded plastic which cost pennies to make. So the value of the mini must therefore be in the IP. As this is clearley their idea being ripped off and if I tried to sell it I would be accountable for a loss comparible to the value of that IP. Therefore I contend that this model is in fact %99 GW property and so it meets your silly little requirements. I say good day sir!"
Warning: No TO that I know of will put up with this crap especially if you cause a scene; and let's face it once you start heading down this road how can you NOT cause a scene?
