The Thunderfire skull is an old Man'O'War bit. I bought three of 'em at a Games Day about ten years ago, I think.

The shoulder pads for Praetor are a Forgeworld shoulder pad, and this guy's head:

Hollowed out with a dremel, of course.

The scales on the shield are molded in. The shield is from Kroq-Gar, the Lizardmen Special Character. The scales on his loincloth are just painted on.

These are all beautiful conversions and paint jobs, I'm quite partial to the Chapter Master, as well as the Command Squad with CSM heads
