Mostly it seems fair as either RAI or sake of balance.

I think the only thing that I find stricking it that there is no impassable terrain.

This is a huge deal for drop pods. They are much more likely to scatter and may lose a few models.

Also orks trukks, but also deathroller battlewagons are going to be awesome, they run straight at buildings and ride over them. When I say awesome, they have their own difficulties but still.
