It all depends on what you mean by "rule the world". If you mean take over the planet and have some kind've relatively homogeneous society / government - there is probably only 1 option.
Tomb Kings - Once the rest of the planet is dead, Settra will rule absolutely - with the exception of having to deal with the occasional dynastic struggle.
Let's look at the others:
Beastmen - too disorganized, just as likely to wipe themselves out.
Bretonnia - again - too disorganized & too few
Daemons of Chaos - Chaos might overrun the world, but it would just be the four gods going at it for eternity - not really sure that counts as "ruling the world".
Dark Elves - It is unclear if they are on the decline like the High Elves. If they are - no way. If they aren't - still probably too few.
High Elves - Fading Race - not gonna happen - maybe if the war against chaos and the sundering hadn't have happened, but they did.
Lizardmen - They actually did rule the world once - but then the old ones left and the great war with chaos happened - they just don't have it anymore
Ogres - Too likely to war with or eat each other. Also incapable of creating sufficient infrastructure to "rule".
Orcs & Goblins - they might be able to kill everyone, but they have the same problems as the Ogres
Skaven - The Skaven are incapable of any lasting conquest, because of infighting and sheer insanity. They might be able to kill everyone else (probably by accident), but "rule"?, not so much.
The Empire - The political structure is just too fractured. The infighting would prevent any true unity - especially on a global scale.
Vampire Counts - Maybe! I just think they are more fractured and less stable than the Tomb Kings.
Warriors of Chaos - they might overrun the world, but there won't be any rule, because that is the opposite of chaos
Wood Elves - Too few and not at all interested

Tomb Kings - They aren't a very old race. They are just...skeletons/mummies, you know. When your greatest fear is fire, you just aren't that scary.
Beastmen - There's not that many of them.
Bretonnia - Mreh
Daemons of Chaos - I already said.
Dark Elves - Elves aren't immortal. They live a long long time. But recorded history is only like 8000 years. Whatshisface will eventually die. You got a race built around one (mortal, insane) dude. What happens a million years from now when his dust is dust?
High Elves - Same as above but at least they can pick new leaders. But they don't make babies fast enough.
Lizardmen - No new slann is a big problem. Like, a species-ending problem. If the spawn pools keep spawning, sure they can take over. But it wouldn't really be run by Slann, it would be run by Skinks and not really Great Plan-ish at all.
Ogres - I love the fatties, but there's zero chance they will take over anything that doesn't have a grocery store.
Orcs & Goblins - At their worst they are a flu pandemic. But the deal with parasites is they need hosts. If you can just hide away for long enough, they eventually self-destruct. Instead of air raid shelters, just build orc raid shelters, wait a week, and they will all kill themselves out of boredom.
Skaven - Kind of like the above but more mean-spirited. They also have a real problem with The Hunger.
The Empire - These guys can't manage what they got.
Vampire Counts - I don't know why anyone thinks the Twilight crowd can do anything. They just have staggering weaknesses. Can you ever see the Vampire counts invading Lustria or Naggaroth or the Chaos Wastes? Trying to drag along a million tree-running-into zombies. It would be silly.
Warriors of Chaos - These guys have a tendency to self destruct too. But next to DoC they got the best record of race killing (Lizardmen have the best record, but we don't know what they killed, it could have been the race of furry toothless bunnies).

in my opinion, Skaven. Also Im pretty sure that the warp requires sentient beings to work or run? and by the way that chaos is going there gonna run out of said beings.

This is just one planet. There lotsa planets. There are lotsa dimensions. Don't get all 15th century geocentric, thinking the WHFB is the only planet in the universe. The Old Ones created like half the races and they had to come from somewhere.
