Even then... one of the more wonky things in the US is that the rear driver is ALWAYS at fault, unless it's a "no fault" state

That's not entirely true. There is just a high burden to prove fault in the leading driver.

A particularly Liberal friend of mine (American Liberal, not European Commie Liberal) posted a video from Horsepower TV, where theyve apparently seen this Coal Rolling as such an issue, and such a big increase that they've put it on their national cable TV shows, random segments and blurbs saying that this is already illegal at the federal level
