Despite my love for the Wolves, I have to give the Executioners a nod. Even the Wolves think these guys need to chill a bit. Fluff-wise, insta-death melee on 6's and no morale penalties (7th ed, FW haven't done 8th ed tactics) is pretty nasty. They look cool too

I'd say my order of crap-your-pants-they're-coming-right-for-is would be:
5: Flesh Tearers, cripes, those Guys looks like they could be world eaters with all that blood on them.
4: space Puppies, nothing quite instills fear like dudes on giant wolves and turning into wolves running at ya.
3: minotaurs, cause roman royal legionists were bad enough, nevertheless having 105mm round automatic weapons, laser beam spears, and giant suits of power armor.
2: raven guard, as mentioned before disorientation before being assaulted by black suited dudes with taking and beanie helmets seems terrifying.
1: I'd still say my number one vote goes to SOUL DRINKERS, cause they're basically heretics, but still fight in the emperors name.

I would say Legion of the Damned, since they are scary burning skeleton/zombie warriors that are difficult to kill and very destructive against the enemies of the Imperium. Plus, they are infected by the Warp, so they are not normal Marines, they teleport to every place they are needed in, there have been very few sightings of them and in battle they are completely silent, without ever being seen reloading their weapons.

I'd be terrified of the Salamanders. They think burning people to death is humane.
Other obvious mentions are the Flesh Tearers, Space Wolves, Carcharadons, Minotaurs, Death Company, Legion of the Damned, Executioners, and Black Templars.

Fear of fire is primal instinct. Being burned alive is a horrific way to die. It's why Flamethrowers are now forbidden in war with the Geneva Convention and also why somebody being burned alive in a movie immediately turns a movie from a 12 to an 18. On a side note - many years ago I walked out of the cinema during The Hills Have Eyes, when they show a prolonged scene in which a person is burned at the stake - it was also because the movie, up until that point, had absolutely no redeeming features.
So Slamaders and their successors get my vote despite being supposedly the most noble and compassionate chapter.

Keeping in mind that they only do that to innocent-harming perpetrators. They'd burn a rapist, but not the victim(s), for example.
Though if the victim lied, I'm sure he or she would get burned instead. I don't think the Salamanders abide liars and frauds either, yeah?

And it does tell you a lot about Space Marine tactics that the greatest SM tactician living would choose to punch an Avatar in the face with his power fists instead of directing a few lascannons that way. When you have two powerfists every problem is something to punch, really hard.

We need to think deeper about how Astartes actually fight.
They don't really do large scale engagements all that often. Instead, they'll strike at your logistical weak points with Scouts, and then go hell for leather to take out your command structure.
Your common or garden grunt is probably the least likely to face Astartes. Supreme Palatine Imperial Special Ops Guard? Probably the most likely to feel Astartes wrath.

The main question is how many people would be aware of that connection in the first place though. If nobody really knows, it isn't much scarier than a normal SM force.
