I don't think there's any clarity on abilities which have the same name as wargear. Autarchs and Hemlocks still just have "Forceshield" and "Spirit Stones" as always-on abilities with no mention of them as equipment.

ok I got finally now, the Hemlock can only manifest the second effect of the battle runes...basicaly only the debuffs for the enemy.
No conceal no quicken etc etc....

ok now that commisars are super nerfed I think a squad of 10 swooping hawks will be a fix presence in my list
40 shots,,,4 str 5, 36 str 3, with a guide on them is a monstruos amount of anti light infantry fire power, they only cost 133 pts,,,deep strike, mortal wounds, long range, super mobility.
must have against conscript, termagant, hellions etc etc
