Definitely matches the DG beast of nurgle artwork.

For any GUO, I'm seriously hoping it's at the very least the same size and scale as the Bloodthirster/Lord of Change greater deamons released. Glotkin would be a good reference, but perhaps a bit shorter, but wider.

Make a plastic version of the FW GUO and call it job done really!

I would be pretty shocked if that SC character is for malign portents and not just the 'hey we haven't done a Stormcast in a while' release. He's not a NEW model, he's just a Lord Celestent with a shield instead of a hammer.

Also, he's an ugly as sin awful sculpt.

He'd certainly win no beauty pageants.

My only dislike is the halo behind his head, otherwise I think he's okay.

You're likely right on the Stormcast filler status like the last one at the end of 2016 was. (Though he doesn't seem to offer anything new like the last one's magic defense. Unless that sword has hidden powers in it)
