Most armies cant do this, and it isn't always reliable way to keep units locked in combat. Another way to do this is to make a sweeping advance with another unit to close off all the routes for fall back.
A successful charge should
AT LEAST grant the charger 1 round of immunity from subsequent ahooting - only because how dominant shooting is in this game. Its a fair compromise. Either that, or allow stronger run moves, or make charge a second round of movements where you move up to rolled distance even if you failed to get into fight.
