Most armies cant do this, and it isn't always reliable way to keep units locked in combat. Another way to do this is to make a sweeping advance with another unit to close off all the routes for fall back.

A successful charge should AT LEAST grant the charger 1 round of immunity from subsequent ahooting - only because how dominant shooting is in this game. Its a fair compromise. Either that, or allow stronger run moves, or make charge a second round of movements where you move up to rolled distance even if you failed to get into fight.

Consolidation, even if it didn't lead to combat, would certainly help with either advancing or repositioning to block lines of sight. It would have a hugely significant effect against a few flying very short ranged units that would drop back to shoot and find themselves without a target in range.

Seems like a good idea in principle.
