I think it would have been better to have some common USRs and units, when needed, have individual special rules. All listed within the unit's data sheet for said unit to minimize page flipping. Of course I would mind the list of weapon options just listed in the data sheet rather than having to check what a Terminator Champion is allowed to take only to go back and check again if their are any weapon the rest of the terminator squad can take. I try to make use of the Fallen and that gets crazy on what they can and can't have especially since their list of weapons isn't quite the same a Chaos Chosen anymore either (Double Lightning Claws).

I don't need my Chaos Space Marines having "Despoilers of the Galaxy" to mean Objective Secured. Just call it Objective Secured and list it where it needs to be. Or Teleport Homers, just call it Deep Strike at list how it works in the Terminators data sheet. At the same time, there is plenty of chaff in the BRB to dedicate a page or two for some common USRs so I can read up on the ones that my faction doesn't have but I might encounter in my opponent's army quite often.

I only have the BRB, my faction's codex and any free FAQ stuff put out. And I plan on keeping it that way. I have no interest in buying more over-priced, poorly laid out but admittedly pretty rule books for this edition. I plan to keep up to date on the most current rules, but I have no plans on buying into the Chapter Approved DLC model of the game. I have already spend far more on rules for 40K than nearly any other miniatures war game. Only Bolt Action beats 40K and that is because I have an American, German, Soviet and Japanese army plus a couple of the campaign books.

I agree with the idea special rules with slight differences really only give the illusion of tactical depth or background fluff. One of the things I quickly like about 8th was several of the old 7th edition rules just being rolled straight into the stat lines rather than this unit has the 'Accurate Shot' rule because of expert training that gives them WS +1. I would much rather that unit just have the increased Weapon Skill without the fan fare.

That’s probably the best way. Standardise what you can into USRs without sacrificing flavour (so keep distinctions like this model only gets to use FNP against psychic powers, but standardise things like the Flyer Hard to Hit rule and streamline the differences in vehicle explosions), then print those USRs both on the unit’s darasheet, and keep a bank in the back of the BRB. That way those who like to learn USRs can do so without having to buy every Codex, those who prefer to do the lookup method have it all on the data sheet, and nobody’s left wondering if there’s a subtle difference they’re missing between Assault Marines and Terminators Deep Striking.

I’d also go a step further and write the name of a USR in a different text or underlined or something to make it clear that it’s a standard USR. The real strength of this is that when GW FAQ/errata a USR, it’s clear that the change affects both the rule written in the BRB and the one printed on the data sheet.
