I do not live in a flood zone, but people in my area do. The last hurricane that went through here flood all of them. Its got to be tough. I watched one guy step out of his truck and walk in knee deep of water to go into his house. Sucks to think about all that gets ruined and has to be replaced. I know that is what insurance is for, but as a home owner I would be crushed.

Nope. That presumes most of these people have flood insurance (which they don't, as a general rule)

When a hurricane floods your home and you go back to the same location to rebuild you deserve what you get when the next hurricane hits.

I would agree, but chances are the home is difficult to sell being in the flood zone and he'd take on some issues walking away from it. Its too late for him I guess, but if/when you are buying a home, check the flood map, and also consider what global warming is doing and how the rise in water will effect not just coastal areas, but rivers and such that run into them.

I saw a lot of pictures the last time the Mississippi really flooded and ruled out anywhere near that area too. I just don't think its something many people pay attention to, or they just hope it doesn't happen.

Yeah, living on a river floodplain isn't a very smart thing to do. But I can easily see why so many people don't pay attention to it. It is not like when you are buying or building a house there is a sign somewhere "look out river flood area", and when it is not under water, the land looks really nice and fertile, with easy access to the river. It is a mistake people have been making for millennia, leading to the worst natural disasters in history (river floods in China have killed millions with some regularity).
That is why it is really important to manage a river properly and control where it floods and where it doesn't.

The complicating factor is that you can be well up from the flood plain or just not on it, but a new development further along the river results in shutting down another floodplain. As a result the water backs up and now floods somewhere it historically never has (only only has on exceptional situations in the past).

So even if you think you're safe, future developments might render that invalid.

That and, again, most people don't think about floodplains when buying and many builders are happy enough to build on them, make a fast sale and vanish.



As for rebuilding don't forget that for many people the insurance won't cover the cost of moving to a new house so rebuilding/repairing and remaining where you are on the same land is often the only viable option for many people. USA side its likely not "as bad" as the UK where land prices are very very high
