Formations being gone and the army building being really free is one of the best things in the 8th edition. I want to choose my army composition myself, instead of forced to use some ready made bundles.

I'd say most expensive would be genestealer cults actually.
Nids have a wide range of builds, and can be made with a fairly low model count.
GSC however is just an infantry horde, with low point cost models that have expensive kits.

Utramarines, or any Chapter really. Because as you want to expand you can just ally in fun (effective for some people) units.

Doesn't that have a lot of bolter marines? I think you'd be better off just picking up Hellblasters on eBay anyway.

At this point I'd not advice new players to get minimarines unless they really, really love those models. Primaris is where it's at.

The question of the thread is a bit weird.
When you build up an army, you will usually test a bunch of units before you decide what goes into the tourney list and what goes not.

What you suggest would go against idea of cheap...he isn't looking for tournament dominator. More of army that's cheap to build and doesn't lose all the time(if losing wouldn#t be issue 2 stompas would be pretty cheap army)

I disagree, Primaris might be the way of the future but for now a good marine list is going to employ plenty of the smaller Marines.

it does but you can pretty easily build a 2 ten man, 1 5 man tac squad and a devestator squad with that, basic bolter marines aren't a bad place to start. but then again when I start a SM army I like to build up around a demi-company core. it just feels right

I don't know why I didn't mention it before, but you can easily do a cheap Custodes army using AoS Stormcasts from the starter set. There are usually plenty on eBay

Somewhere near Hamburg

Just buy 5-6 Boxes of Custodian Vertus Praetors and you're good. Currently they serve any battlefield role pretty nicely.
