No - the concept as it goes is that every unit is minimum size. You get four reinforcement points ( at 2K ). You can spend ( as an example ) one to increase 5 marines to 10, or two to increase 10 cultists to 30. It is in effect a limiter on large units during listbuilding.

Ah, it was throwing me off because reinforcement points were a summoning mechanic in 1.0. And looking at this article https://www.warhammer-community.com/2021/06/11/core-battalion-rules-shake-up-matched-play-army-building-in-the-new-edition/ they don't mention points, but slots. Something worth noting with AoS is that units often start at 10 models, not 5 like most of 40k (and they may be changing some of those going forward). If we saw something like that it'd just be GW doubling down on MSUs with maybe one large block for 40k so I don't see that really coming over the same way.

EDIT: Something else worth pointing out that in AoS command abilities are the equivilant of stratagems with most of them being tied to characters or army comp. AoS 2.0 is rumored to allow unit leaders to use some of those instead so the change is likely to prevent people from just going full horde mode to max out their bonuses while using less CP.

good for primaris units which aren't often used at 5+ men. But spending points just to upgrade bladeguard from 3 to 4 models, and not being able to reach the optimal 5 man size squad would be brutal.

If you have to kill, then kill in the best manner. If you slaughter, then slaughter in the best manner. Let one of you sharpen his knife so his animal feels no pain.
