Theres 2 things going on wth people who think like this.
1) They don't want to use flamers etc.
They WANT to use as many of whatever they think the best item is. And they will do so regardless of how many pts it costs. It's only when they can't finesse enough pts that you'll see them use something else (IE, the next best thing they can afford).
For them to take anything but the best? They NEED an excuse.
Wether "lesser" options cost xpts less than the best or all options cost the same, there's no difference. There's nothing stopping these folks from actively choosing.

No.
There's 2 things wrong with your idea, you can always finesse more pts to upgrade your gear by removing models or units from your army and it doesn't take a lot of upgrades before you miss out on a tiny unit and most armies can add additional models instead of upgrading wargear.

I'd (sometimes) like to make the choice to spend my points on taking more models instead of upgrading wargear on HQs, but when that wargear is free I don't get to make that choice. The choice is taken away from me, I am forced to spend the points on upgrading my wargear. Now I have the "choice" of downgrading my wargear for no reason and you call that equivalent to the choice I lost and I say nay, you are wrong, very clearly so.

I don't mind facing off against A list full of (best items). I very much mind facing off against EVERY list full of (best items) and most importantly, Timmy feeling his models with (worst items) are undeniably bad in (current edition) because GW gave up on pricing wargear.

Yeah, Waldreg didn't do so well. His counterpart, Crafty Victor, became an expert swordsman and leveled up faster than the Vampire did.

That's excellent! I have an Ork fitted with a custom Cybork body to allow severely a severely wounded commander to return.

In one game (years ago) a Khorne lord was defeated and his god cast him aside. To his horror was embraced by Nurgle. I built a new figure just for the occasion.

For much of the last battle my warlord was sitting on a Disc of Tzeentch eating jerky and drinking a RipIt. When he finally engaged, he attacked a Falcon tank and destroyed it, and we figured that he finished the drink while silhouetted against the ammo explosion. Afterwards he crumpled the can and threw it on the wreck.

I sometimes think our stories are more interesting than the games themselves.

I don’t half miss the Necromunda and Mordheim campaigns of old.

We let someone use the Outlanders book to jury rig an Eldar Scout Warband.

Oh those poor, poor Eldar. Barely a game went by without one of them being captured, stripped of all his goodies, and sent back in whatever the Eldar equivalent of Undies would be.

In particular they were the first Gang to purchase a Powerfist which, thanks to successive Captured results, made its way through most of the Gangs involved.

Or the Juve that got their mitts on a One In A Million Hand Flamer. Back then, One In A Million meant you auto-passed ammo checks. I like to think that particular nutter is still in the Underhive, and to this day, has never stopped running, nor taken their finger off the trigger.

My favourite trick was to load up on Power Mauls (never caused a roll on the Serious Injury chart), so I could give new joining gangs a thorough kicking, their colossal Underdog bonus, all without the fear of diminishing the gang in any way.

There used to be an old campaign system in one of the WHFB books, where you rolled up territories for each army, and staked it one in each battle. If you lost, the territory was claimed by the victor. I ended up with a Road. It allowed me to up my points, and the amount increased every time I staked and held that road. Every game i staked it, and I lost not a single battle. That was fun!

Maybe once 10th is out I should write such a campaign system. And indeed get copies of the original Necromunda rules, as I do miss Turf.

The territories in the Drukhari Crusade rules are interesting. They don't have a lot of utility for non-Drukhari armies, though they provide a model that would be easy translate for other factions.

Assets in KT Spec Ops campaigns are decent too, and if handled carefully, some port pretty nicely to 9th. Not sure how well they're going to port to 10th though.

Many suspect that 10th's version of Crusade will be like AoS Path to Glory, and while I am not familiar with AoS at all, I believe that capturing territory is big in Path to Glory.
