That's prime work time for a majority of the people in the US. Not many have the ability to take a half-hour off their workday at a moments notice. Especially if you are Blue Collar

I've dealt with the US Government... and they just don't care.
Them: Oh, is it 5:01pm? Sorry, too late. We closed at 5:00pm.
Me: But I've been waiting since 12pm.
Them: We open tomorrow at 9am

I think I've mentioned this previously. A while back I was "randomly selected for audit" on my State income tax 5 times in 7 years. O did the math on that, and it's less probable than winning the lottery.
Called the State Department of Revenue, put on hold for 3 hours, then disconnected at 5pm when they closed. Called the next morning, bright and early at 8am when they open. Put on hold for 9 hours and disconnected.

It is especially crappy when their office hours are most people’s working hours.
Small beans I know, but recently I had to have a parcel sent to the delivery office. Not only have their opening times changed from those on the website? But they changed to 10am to 2pm….

A lot of shops have shifted to 10am to 4pm since the pandemic. If you've a 9-5 regular job you have so little chance of getting to the shops on a weekday.
Banks are worse, not only are their hours always constricted but they've shut so many you can't even rush to the bank over lunch now as unless you're working in the big city that has the only bank left; you've got to travel to the big city to find a physical bank.
I know a lot of shops don't like taking cash now because they can't just do a quick run to do a deposit into the bank at the end of the day.

My local post office doesn't open weekends, so I have a 30 min window from 8am to 8:30am on weekdays to go and collect parcels from their parcel collect window (which is open 8-11 and essentially amounts to grudgingly acknowledging that 9-5 weekdays only takes the Michael), if I actually needed to go inside and do something though.........................  this in itself wasn't a problem until recently, but they removed all their local remote collect lockers  Just give up and accept you don't want to bother existing any more FFS!

I had my act of rebellion today. As part of my probation for this heinous crime I had to get fingerprinted for the state's database. For whatever reason they won't let the local sheriff do it. They insisted I drive 90 miles to have another sheriff do it, despite the fact it gets entered into the same database.
So, right before leaving I turned on my glasstop range and slammed my hands down. Then when I got there (hour early) I soaked my hands in 91% isopropyl alcohol to rid them of any oil, thinly coated the surfaces with super runny super glue, spayed my hands with zip kicker, then spent the next half hour with an orbital sander plugged into an inverter, polishing my fingertips to a smooth, high sheen. Except for some redness and blistering, my hands (if you didn't look really close) looked "normal".
Did they technically fingerprint me? Yes, but it looked like I was wearing latex gloves when they did it.
