Hey, a few friends and I are doing a tournament and one of the players is playing chaos tainted scouts for fluff purposes, check out the rules we made:

(Basically the intent was a lot of fun playing with/against this character, exact points/mathematical efficiency pretty much went out the window during planning).

150 points                        WS    BS    S    T    W    I    A    Ld    Sv+
Chaos Demon Spawn      6        -      8     6     4    6    5    10     2+
Equipment: Big B*tchin' Blade

Special Rules:
BBB- No armour saves allowed, automatic glancing hit against vehicles, roll D6+ Strength for chance at penetrating hit, if failed, no effect.
Fearless- Never rolls for morale/Ld tests, psychic powers forcing tests have no effect (but stuff like mind war still works etc.)
Random Destruction- At the beginning of the player's turn, roll D6, on a '1', the Chaos Demon Spawn has to move 2D6" scatter. It may not charge that turn. If it comes into contact with any squad/vehicle, it is in combat, counting as having charged. Combat must be carried on through all subsequent turns necessary.
Demonic Aura- 5+ invulnerable save
Demonic Speed- 12" movement
Demonic Death-  Should Chaos Demon Spawn ever lose his last wound, roll a D6 and consult the chart below:
1: It is re-incarnated into 'Demon Spawn'

Demon Spawn     5       -       4    4     2    5    3     8      3+
- Demonic Aura, Demonic Speed, Fearless
2-5: Place a large ordnance blast over Chaos Demon Spawn, all models and partials suffer a S6 hit, saves allowed. All vehicles suffer a S8 hit on whichever armour is more covered by blast.
6: Place a large ordnance blast over Chaos Demon Spawn, all modles and partials become chaos posessed and revert to the profile below. The chaos player can purchase 'Demon Spawn' as an elite slot of 1-5 models (35 points each) and 'Lesser Demon Spawn' as a troops choice of 6-12 models (15 points each).

Any glaring deficiencies in the point costs/rules that you can spot?

you realise this is almost a chaos version of a winged hive tyrant with extended carapace, however he has the ability to come back as a space marine, or blow up and kill alot of people.

In general this seems very unfair, but it is your tournament, I would just hope his point cost would equivalate his value.

the blade seems overpowered against veichles.

What exactally is the point of random destruction? Why not just make him vulnerable to demonic instability?

As a thought, mabe have a leadership test per model to see if they become lesser deamon spawn, having it be automatic seems unfair.
