Just something I came up with off the top of my head. No points cost yet but am willing tohear suggestions. Designed for fluff rather than competitiveness.

Grey Knight Chapter Council

Formation Composition
8 Grand Masters
The Chapter Lord (Grand Master with at least 1 relic and/or Master Crafted Nemesis Force Weapon) OR Lord Kaldor Draigo
(Optional) 9 Paladin Squads, each of which must have a Brotherhood Banner. 1 Paladin Squad must instead be equipped with the Nemesis Banner

Special Rules

Strike Force
When deployed, each Grand Master must be attached to a single squad of Paladins equipped with a Brotherhood Banner. No more than a single Grand Master may be attached to each squad. The Chapter Lord/Draigo must be attached to the squad with the Nemesis Banner. Whilst joined to their respectively squads, the Grand Master/Chapter Lord/Draigo may reroll failed Look Out, Sir! Rolls. All Paladins in the same squad as a Grand Master or Chapter Lord/Draigo gain the Fearless Special Rule.
Alternatively, you may form a special unit consisting of 8 Grand Masters and the Chapter Lord/Draigo. If you choose to do so the squad gains the following Special Rules.

Might of Titan
If all the Grand Masters are joined in a single unit with the Chapter Lord, every model in the unit gains the following special rules: Fearless, Furious Charge, Hammer of Wrath, Adamantium Will. Each Grand Master /Chapter in this formation rolls his own Warlord Trait and the entire unit benefits from each Warlord Trait in the unit. Draigo of course use his pre-determined Trait.

Supreme Grand Master
The Chapter Lord/Draigo must be your Warlord if you including this Formation in your army. If joined to the unit of Grand Masters, he must issue and accept all challenges issued by your opponent, if the challenging model is an HQ or Lord of War choice or the army’s Warlord. Other challenges may be accepted by the Grand Masters. Whilst joined to each other, no Grand Master or Chapter Lord may leave the unit.

Taking the Paladin-star up to 11, eh? It'll of course be horrible, points-wise, but fluff-wise it should be just fine. Doesn't seem broken rules-wise either.

For thirteen years I had a dog with fur the darkest black. For thirteen years he was my friend, oh how I want him back.

The 8x warlord traits will create a huge amount of 'paperwork' in maintaining everything. Not saying it is unbalanced or anything, but there is a certain value in making things that do not lead to that kind of logistics in the game.
