I want to try to paint some metallic blue using Kantor Blue, but I'm not sure how. I know of one method, but it doesn't look as good as I want:
Prime and Basecoat black
Rhinox hide
Stipple Leadbelcher
then either stipple or drybush main paint.
Any other ideas?

You can use Vallejo Model Air Arctic Blue, which is a metallic blue paint. You could also buy Vallejo Metal Medium (which is just unpigmented metallic paint) and mix it with you desired color.

I used to paint a lot of metallic blue.
the mix I used was:
primer- white
undercoat-silver
then a mix of blue:black ink in 3:1 ratio.
would take a few coats of the ink to build up, usually two or three but they dry fast.
I think I ended up just mixing metallic blue paint from boltgun metal, which is just silver with black ink, and poured out a third into seperate container and filled the 2/3rds full container with 1/3rd sky blue ink, shake a lot.

Water down a metallic until the particles form a film on the water. Skim them off with a brush, and apply to your colour/ Give it a very slight silver tint, but I'm sure it's workable.
Otherwise, inks over metallic bases. Works nicely, very glowy however.

You'd prefer a Citadel product that no longer exists over one that still does?
Coat d'Arms also make a metallic blue, but I don't like it as much as I used to like Citadel's Polished Blue:
Still got some of a pot of that. And some Amethyst Purple. And the Green from the same range (Emerald? Sadly the label has worn off).

I painted Tigurius and Marneus using blue washes on a metallic base.
My whole BFG fleet is also painted the same way, using purple washes.
This is the result on Marneus :
Just don't hurry, and use several thin layers of washes.

What Minus said. My example is not blue, but yellow: This model's pistol holster was bright metal but with a Yellow glaze it turned into a shiny metallic yellow.

oooooor, follow Leadbelcher up to its hilight then go tover top with the blue glaze that gw sells...called guilliman blue glaze or something I think...just thin it, its pretty thick and covers pretty much where ever you put it.

This is several layers of GW metallic paints going from Leadbelcher, Ironbreaker to Runefang Steel then washed with Drakenhof Nightshade then a light drybrush with Runefang Steel again.
Guilliman Blue works too if you want it a brighter blue. Just remember it gets darker the more layers you put on.

You could either use Vallejo Gunmetal Blue - 70.800, or use Kantor Blue with Vallejo Metallic Medium (or metallic medium from another company).

Sure, but why not just mix it with metallic medium? It's the same price, and then you don't have the grey color from the leadbelcher. It's just medium + mica, instead of medium + mica + medium grey.

Though technically, mediums have no pigment so are not colors,,, bwahahahaha (evil laugh)
Okay, another way would be to get mica (from a fine arts store) and mix it into lahmian medium, and that with Kantor.

I know you said you want to stick to GW colours... but really... in this case I can't see any good reason to stick with them. Gunze and Tamiya both make really nice metallic blue paints, they are some of the smoothest paints I've ever used, they give a really deep metallic blue. Coat d'arms make the old citadel blue, but I have never used it so can't comment. You can also go for a candy blue by using a silver base and then a clear blue over the top.
