Just like in regular shots from guns. The wounds are taken from the closest model from the unit firing at it and then works toward the back of the squad. Templates being able to cover multiple levels makes a huge difference.

But you can only kill enemy models in range of your guns, and thé flamer template defines the range of the flamer (or frag cannon). I'm wrong? In addition, you have to resolve the wounds at different times so after the first flamer, there should be less models under the second one.
Anyway, this dread in a pod is a b*tch!

Weapons that are the 'same' are resolved simultaneously: All the bolt guns in a unit, then the one guy with the bolt pistol (or vice versa) because despite having the same BS and S, they have different ranges.
So, if it's 2 heavy flamers, then they both get resolved (placed, hits counted, wounds rolled for, and saves made versus those wounds) simultaneously. If one is a regular flamer and the other a heavy flamer, then they are resolved sequentially.

All wounds are done at the same time. Frag Cannon has 2 shots and the heavy flamer. I don't think the range of the template matters but I will check. And yeah, that pod/dread combo is a b*tch.

Unless they have exactly the same profile, the 'shooting attack' from the Frag Cannon & Heavy Flamer would be COMPLETELY resolved (including removing enemy models) one after the other, not at the same time. So, if this is the case, all wounds are NOT done at the same time. This comes from the description of the shooting sequence on page 30 of the BRB. In 6th, all shots from a unit were resolved at the same time, but this was changed in 7th.

A flamer can remove models that weren't underneath it, as long as they're in range. IE, if you can sweep the flamer template side to side, every model it potentially covers can be wounded by it.
Now in this case, if you fired the frag cannon first and removed the casualties properly, the heavy flamer might not be able to cover any models. I personally would fire the heavy flamer first, because it would cause fewer hits/casualties, then fire the frag cannon because it would double its hits on the leftovers.
Been out of the game for awhile, trying to find time to get back into it.
