I would say that Chewbacca's rule would nullify Braths.

I think Brath wins here. Chewie's ability specifies that it happens when the card is dealt, and Brath's ability kicks in after the card is dealt.

So the sequence would be:

1. Brath rolls a critical, a face up card is dealt, Chewie's ability flips it face down immediately.

2. Brath uses a focus after the attack to flip the now-face down card that was dealt face up. The card isn't being dealt at this point, so Chewie can't use his ability again.

There is no "winner" because the rules don't conflict at all. Chewbacca (ship) only stops cards as they're being dealt, Rexler flips cards face up after they are dealt and Chewbacca's ability has flipped any face up cards down. Any effect that causes Chewbacca to have face up damage cards without the cards being dealt face up will happen normally because it doesn't trigger the "when you are dealt a face up damage card" requirement. This also applies to saboteur and R2-D2 (crew), which will flip their cards face up as normal.
