So lets say that all tournaments switch over to Highlander Style list. Would the top tier armies change?
Highlander is basically a way to limit the "spamming" of units.
Would this limit some of the top tier units, and make other Codexs have a better overall ranking?

There might be a minor reshuffling, but spam armies aren't really top tier armies these days. Highlander format would see an adjustment to the meta, nothing more.

I'm pretty sure that the Eldar would dominate nontheless. They have easily the most efficent choices now that every Aspect Warrior got a special rule for free.
I guess that Tau would fall off of the top three, as well as Tyranids. Daemons might actually hold their spot since their tactics aren't built upon spamming. Well... in a way they are because, you know, summoning but you get the point.
Orks would fall even further down, as well as Dark Eldar. Blood Angels would most likely drop a notch since most of their competitive lists include spamming of Assault Marines in Pods.
In conclusion, propably every single army would suffer. Except for Eldar.

Space Marines and Eldar would just own the meta. I can make an eldar list in highlander format that will still dominate a regular tournament list from most other books. Space Marines have a ton of good options too. Take some grav cents, sternguard, thunder fire cannon, plenty of good units without doubling up. It will only hurt armies like nids and sisters that rely on spamming a couple things to be competitive.

Highlander gimps guard too. The codex seems to be written under the assumption that you will take more than one of any particular unit.

Ugh, I didn't even think about Guard.
Don't some codexes have only one troops choice? Sisters, I think? Hate to be them. What about Dedicated transports? No more than one of each?
Sounds egregiously restrictive. I might try it once for funsies, but I don't think I'd play at a club that did it consistently.

Most Highlander formats say that you may take a Troop unit more than once, as long as you've chosen every Troop choice in the codex at least once, so this wouldn't be a problem for Sisters.
But the fact that most of their lists are built upon spamming. I'm not sure if it's even possible to build a 1850 point list with Highlander rules and pure Sisters
Not enough units.
But then again, Sisters aren't very competitive to begin with.
