First draft of a double demi-sky hammer list.

Captain- Khan
Chaplain (melta bomb)
6x5 tactical squads, multi-melta
2x5 assault marines (no packs)
2x5 Devastators (2x multi-meltas)
Hunter
Stalker
10 Free Razorbacks, upgraded with twin-linked assault cannons

2x5 Devastators (2x multi-meltas)
2x Drop pods
2x5 Assault marines, jump packs

White Scars gives everyone hit and run, Khan gives all 10 of the free razorbacks scouts.
It's a lot of marines to deal with, and a lot of dakka (14 multi meltas and 10 assault cannons) to deal with. Everywhere you turn is a multi-melta, and if you don't kill each and every one of them, they will hit and run out of combat and fire again.
12 objective secure units, and 18 other units.

The skyhammer requires 10man units of devs and assault marines AFAIK

No it does not.

Seems like a lot of guys, but MultiMeltas are probably not the most TAC weapon. YMMV, of course.

Multi-meltas aren't the most TAC, but combined with the 12" scout move, the multi-meltas help to create a bubble of no go, making a buffer for the 10 twin-linked assault cannons.
Considering the cost, multi-meltas seem best for a hit and run army; I really like jumping 3D6" out of combat (in any direction) and then taking a shot at full BS.

Ok well fair enough I dont play marines it's just that most lists I see use 10 man units in the formation. I would take melta guns in the tac squads, not MMs. This list works well on the move and the multi meltas kinda go against that idea. Also I didn't add the points but I hope you know that the upgs on the razors aren't free you have to pay for the assault cannons. Looks like an interesting list though, definitely good in objective games although kill points may give you trouble.

I see what you mean, but how do you expect to hit and run out of a combat with 5 marines. Any somewhat decent cc unit will kill them entirely before they can run. It works okay with scouts and the like because they are just picking on backfield units, but that's probably not what your tacs will be dealing with.

If my opponent only hits 1 unit at a time, He'll get shot to pieces. If he hits more than one, survivors hit and run out.
The list is 30 units on the table. How many somewhat decent hand to hand units do you bring?

And yes, I paid for the razorback upgrades.

I like it.
Lots of ObSec and so many targets makes it very difficult to remove all those bodies and tanks.
Also lots of Dakka to put some serious hurt on the opponent

Okay im starting to see how you're utilizing the army. It is a lot of units but a mobile deathstar will give you a bit of trouble I think. They might not have enough game turns to kill your whole army but it'll make a dent for sure. However I don't see any way you can lose an objective game. Definetly a scary army I wouldn't like to play against, although it would be interesting against wolfstar.
