In the 1st Company Task Force there is a rule saying any enemy units within 12" of at least three units from this formation get a -2 penalty to their leadership. Am I correct in assuming the Drop Pods of any Sternguard or Vanguard units from the formation count for this purpose? Preferred enemy deathwind launchers are fun, but this is just hilarious. Almost tempted to try a sort of weird double Librarian Psychic Shriek turn one alpha strike, taking out that Ld8 Wraithknight.

Ouch! Sounds like you've found a good combo there.

I believe you are correct - Use this in combination with skyhammer formation for GG turn 1.

-2 ld 3d6 pinning checks on the majority of your army plus several psychic Shrek from librarians concave.

If we fail to anticipate the unforeseen or expect the unexpected in a universe of infinite possibilities, we may find ourselves at the mercy of anyone or anything that cannot be programmed, categorized or easily referenced.

DE Covens have had scary venoms and raiders for a while - multiple formations make this stack very quickly for them!

Throwing this in with a Freakshow list can be devastating.

Working it alongside Necrons could work wonders too.
Ld reducing options in that dex, plus nightbringer and shroud will benefit from it as well as shriek.

It sounds like an awesome idea.

But with it requiring at LEAST 3 units. Say your cheapest bet would be sternguard in pods (assuming pods count as a unit in this formation)

That's a lot of points and all of those points are going to end up in a pretty small area of the board.

You have to build for it.

IF you are playing stern pods. then you are already playing a pod army with all of the pro and cons.

Probably something like 5 to 7 pods for some decent back up. or go 6 with 3 ironclads to soften things up first and stuff.

Nothing specific in list building but its doable.

Pair that with a Eldar deep striking shadow spectre squad for their 3d6 check and you could do some serious hurt!

For fun you could add a Heroe's Path formation from Harlequins. It would cost like 300 points but you get a shadowseer with a 12" -2 ld bubble, psychic shriek and infiltrate, and using the mandatory death jester to fire on a unit in proximity would get -6 modifier on that forced leadership test, hah.
