So... Question about the tournament legality of something. I got bored one day and stole some parts from a bunch of sprues, and build a customized model. Could I use that model as a standard Necron Overlord, or does the overlord have to be made up of real overlord parts.

The only people able to tell you if it will be legal for their Tournament are the organizers themselves.
Some may allow it and some may deny it, but in the end it is entirely up to them.

If it A) has the correct equipment modeled on it and B) is made from GW parts, I can't imagine a TO disallowing it. I've never heard of it happening outside of the mini being third party or not WYSIWYG.

Unless we are talking about a bigger more competitive tournament... any lgs should allow any model slapped ontop of a correct base.

I've seen some abysmal paint jobs on junk models and it flies without the bat of an eye.

Ultimately it's up to the TO but if they disallow it for aesthetic reasons then you don't want to be there anyways.

It depends on the individual rules of the the tournament, but it's very unlikely to cause a problem. You can make an overlord out of whatever model bits you want. So long as the model itself stands out like an overlord should amongst the regular crons, it'd be bizarre for a tourney not to allow it.
