Not that surprising. While no explicitly communist, in TOS the Klingon Empire served the roll of the anti-Democratic super power that allowed the series to comment and explore the politics of the cold war.

The Klingon's didn't really get fleshed out much until TNG and remained antagonistic towards the Federation well into DS9.
