so i am building a new layout with a water feature and am looking for small (i mean really small) fish, something that would look good with 28mm scale.
any ideas on where to buy something like this?? or should am i stuck with having to carve something like that?

Most of what I found after a quick Google search was jewelry and scrapbooking or knick-knack stuff. I doubt there's a market for scale fish models that small.
Might want to bust out the fish books and green stuff!

How big a fish do you need? If you go down to the local pond, most of what you see are little minnows. IRL they look like little slashes of color in the water. If you are pouring the resin in layers, I think you might be able to get a neat effect by painting little slashes of color giving the impression of a school of fry.
Totally hypothetical theory crafting here. Add plenty of salt. Unless you want freshwater fish, that might be bad for them.

I'd probably try making some oval/slightly fishy shapes of different sizes with aluminium foil.
Maybe try washing it in a few different colours or drawing/painting on a bit of detail with a pen or brush.
Do a few experiments setting them at different depths and see quite how much you can see and how much detail you need to look okay through the resin.
