This is as much a "narrative" proposal as much as it is a gameplay one, the idea of being able to smack down a giant monster/dragon as it attempts to pluck off a hapless model to its doom. It could stand to be tweaked a little, but the idea is that if a Heldrake or FMC is flying low enough to grab or slice a model on the run, it's flying low and straight enough to be easily hit.

Swoop attacks inflict D3 hits by default. When a Swoop Attack is performed on a unit, that unit may make a single attack which automatically hits. If the attack inflicts an unsaved wound against a Flying Monstrous Creature, that FMC must take a Grounding Test at a -2 penalty.

If the Swooping Model is killed, immobilized, or fails a grounding test, the Swoop attack fails.

If the Swooping model survives the attack, the unit being attacked takes 2d3 hits instead.

The model needs to try to hit, I think. The FMC is moving very, very fast. So the attack rolls to hit, using WS on the BS table, probably.

If the swooping attack still hits, the unit takes hits as normal, and the model that swung takes an additional d3 wounds.

Just some ideas. I like the general concept.

Vector strikes only cause 1 hit against ground units, there's no reason this would ever need to be a thing anyway. And at a -2? Fairly extreme. Vector strikes are a huge part of playing things like Hive Crones, making that so much harder is just silly.

Edit: and furthermore, there's no reason to think they're flying low to begin with. It can just as easily be a sudden swoop downwards. Flyers are fast, a lot faster than tanks making tank shocks, and high up. It's not too hard to believe the unit wouldn't even see it coming until it happens.
