I was wondering if he is the best LOW to take at this point level and where are his current rules located I know dakka has a thread on this I can not find it.

Updated rules are in the Doom of Mymeara 2nd edition FW book which was released late last year.

Lynx models can start the game on the table. Once you get the FW book, you will quickly see that this book is really a must have for Eldar players.
