There are a couple of places to play with some decent player turnout.
Dicehead Games is in Bradley Square Mall in Cleveland and is a pretty cool spot with lots of tables and retail space. They're expanding their retail to include used armies too. This is where I'd recommend you start!
I agree with the above. Shane Grubbs is the owner of the store and runs several leagues, many themed tournaments, and the ATC. He is a great guy as well and has a good group of guys that game there. Google Dicehead and you will get all the info you need

Would i be able to play "pick-up" games here or do I need to have someone else who plays 40k?
I would head down and check. Shane plays but might be too busy for a pick up game at times however. He has several tables and lots of terrain so you never know....there might be someone there waiting for a game hehe
