Depends on the army.

Tyranids - usually standard Dakka Flyrant.
Eldar - Farseer. If points allow (or if running a Seer Council), Eldrad.

Currently Harlequins do not possess an HQ choice.

My 3rd Edition FW Flyrant with Fighter Ace. She's a hard bird to put down and really pisses off an opponent when she makes it a whole game without taking a single Wound.

Smashbane in my Astral Claws does a lot of work too, and with Valthex as some Str 10 support at range, it's a good combination of an HQ section.

Still working on my Corsair Princess but so far she's got a Djinn Blade, Blast Pistol, Parasite's Kiss and Crescendo. Not a finalized version yet.

The Space Marine Chapter Master is such a beast. especially when you give him artificer armor, the shield eternal, and an awesome weapon. But he is so expensive I usually resort to the emperors champion and a chaplain.

As for Orks I like a warboss on a bike with a PK and Da Lucky Stikk.

Krieg for uh... flavor, I guess, their orders are cool (assault lasguns -> charging Kriegsmen, beats getting charged with gakky overwatch) but some of the stronger ones from the IG codex are gone, I can't give ignore cover to my Earthshakers anymore.

Good old chapter master on a bike with thunder hammer and storm shield for me. Clocks in at 215 points but He packs a punch so I think he's worth it. I run him in a command squad for extra durability.

In terms of value, the Destroyer Lord is simply put one of the best out there.
1. Hands out PE
2. Insane durability (T6, 3+/4++/4+++ with occasional rerolls from orbs)
3. Has natural mobility
4. Plus he can get a MCrafted Fleshbane Armorbane weapon.

A Protoss colony world

Here's my favorites from the armies I play:
Dark Angels: Biker Librarian. I almost always take him no matter what else is in my lists. I roll on either Telepathy (hoping for Invis) or Interromancy.
Khorne Daemonkin: Chaos Lord on Juggernaut. I usually kit him out with a Power Fist, Axe of Khorne, the Bloodforged Armor, and a Sigil in addition to his mount. He usually can wreck serious face.
Tau: Commander. I always rock him as a Mark'O. BS5 Marker Drones are awesome!

Either Zhadsnark for some sons of anorky action and at initiative power klaw attacks or an Ork Warboss with the Lucky Stikk, who is pretty much able to tank anything that isn't AP2, especially with a Painboy hanging around.

The Masque of Slannesh is personally my favourite, although she is terrible in game (due to lack of independant character -___-) she has such an amazing model with a cool backstory. She also has IMO the most fun in game abilities! I mean come on, make your opponent dance themselves to death? Lower their ballistic skill or weapon skill to 1 and no overwatch or barely any movement? If she had independant character for her cost of 75 points she could have been awesome!

The best HQ? I bregrudgingly admit its probably fateweaver... he is unparralelled with a +2 rerollable save and 6's to hit is just gross not including his magic capability, although I have to say Be'lakor gives him a run for his money, 2+ jink and all the telepathy spells is crazy as well as in combat bossibly the strongest unit all around with Str 7 armourbane, fleshbane and mastercrafted and eternal warrior... what a beast. If he didnt have such a gakky auto warlord trait I might put him above fateweaver

For actual strategy, a biker librarian accompanied by a RW command squad. Durable unit that can put out some killy, and is durable with telepathy if I get shroud or invis.

For pure coolness factor, a termie librarian in a squad of DW knights. Coolest models on the table.

The most powerful HQ as in "he put the team on his back" would be the Mega Armored Warboss. Last Ork game I played I had my MAW along with a unit of boyz (who only really acted to make multi charges) with a PK Nob destroy 1/3 of a Necron Army.

Not a powerhouse in itself but something to point out as a HQ that has always earned his points would be the Tau Ethereal. A leadership 10 aura so my Fire Warrior blobs stand their ground, extra shot in rapid fire to dakka like a boss, and is cheap so it lets me take more models. Buffmander gets a lot of praise from the internet but honestly there hasn't been a game where my Ethereal hasn't doubled or tripled his value in points. Buffmander honestly hasn't had that level of success for me.

Take Ezekiel with a unit of DW Knights in a Land Raider for some +1 attack lolz. You are right about the coolness of the models, though!

Necrons don't have that much AP2 in abundance. Most of the time its mass gauss and things like wraiths, which granted do have occasional AP2 via rending but since they can't challenge I LoS all the rends onto the boyz and tank the rest on him. Lychguard are rarely seen in my meta (with warscythes at least) and he uses Zandrekh so no warscythes either from his Overlord HQ. At most he might sometimes run a judicator battalion but I handle them the same way as I do wraiths.
