I'm not a big fan of the standard Librarians, is it okay for me to make my own libby with my own bits and is it normal for people to do so?
If anyone does have some custom libbys do you mind sharing them? Thanks!!!

That's a Librarian I converted a LOOOOONG time ago. Basically you just need to carve a psychic hood (preferably out of a spare SM shoulder pad) and a power weapon of some sort. Books and scrolls optional but recommended. Works on Power Armor models too.
That or buy the Grey Knight kit and do a head swap, they're all psykers already.

Most of mine use parts from the GK power armor box. Strike Squad?
Bike has a front from the ravenwing accessory sprue, head and sword arm pad from the UM sprue. Sword and book pad from the GK.
Don’t have a good finished pic of my jump librarian. Here is a WIP shot:
Again, lots of GK parts. Torso, head, staff. Legs are from the vanguard vet box.
A Mantis Warrior serving with the Deathwatch. Didn’t get the outstretched arm quite how I wanted it. Kneeling Dev legs, GK torso.
Another two old metal guys round out the conclave

I converted the Blood Ravens Librarian from Deathwatch: Overkill into my Force Sword Librarian. I will post an image later. I replaced all the Shoulder Pauldrons, Backpack, and the entire left arm. The Backpack is from the Clampack Librarian (I had an extra from my Blood Angels Jump Pack Librarian). It turned out quite nice. You can nab one of him on eBay for less than $20 USD shipped.

I guess my plan is to pick up some GK bits and I'm gonna find a reference guide on how to make a custom hood.

Here's the one I use for my librarians:

Basically just take an empty Shoulder pad and carve out the sides to form a triangle shape. Take care to keep the slits intact cuz they will look weird if you cut them off.

Also if you don't wanna use the Strike Squad for the basis of your Librarian (the most likely reason because of the GK iconography) then I would highly recommend the Command Squad kit (or the Command Squad Kit with the new SM captain). That kit has a variety of eagles, winged skulls and such that can make great staves as well as a large banner pole that can serve as the basis of a staff. Otherwise it comes with a power sword, which is also a good Force Weapon. It also comes with a large variety of scrolls hanging in cases and other decorations that would be good for a librarian. If you get the one with the Captain in it, the Captain would be great for an action pose (think of him casting spells with his pointing sword). EDIT: If it seems like I'm gushing, it's because I am. I am a converter at heart and have had a passing idea for every GW kit i've seen.

Convert away, so long as your opponents can see WYSIWYG on a model, I see no problem at all.
Bit of an easy conversion, hacked at an old 3ed librarian being careful to not hack off the librarian bits leaving the chest and right arm with force weapon, then some plastic implants to make him a bit more raven guardish.

GK is simple enough, you can also often scrounge up the Dark Vengeance librarian for decently cheep on ebay.
you can also get cloaked models from DA Vet kit which often looks nice.
you can convert up the hood from a shoulder pad.
then just pick up book and scroll type things from various kits like WHFB and DA
