I recently participated in a modified ITC tournament with 11 participants. Death in the Skies rules were not in effect and armies were restricted to one LoW choice per list.

Masque Detachment
Troupe (10) w/ 9x Embrace, 9x SP
- Troupe Master w/ Caress, SP, Starmist Raiment, Haywire Grenades [Warlord]
Troupe (10) w/ 4x Caress, 5x Kiss, 9x SP
- Troupe Master w/ Cegorach's Kiss, SP, Haywire Grenades
Company of the Threefold Stranger (Death Masque unit with Run & Shoot)

Shadowseer w/ ML2, SP, Mask of Secrets
Shadowseer w/ ML2, SP, Laughing God's Eye
Inriam's Spectre (Death Masque unit w/ Shrouded)
2x Death Jester w/ Haywire Grenades
Solitaire w/ Haywire Grenades

Starweaver
Skyweavers (5) w/ 2x Haywire Cannon, 3x Shuriken Cannon, 5x Zephyrglaive

Voidweaver Squadron (3)
- Serpent's Breath (Death Masque unit w/ BS5, Prismatic Cannon)
- 2x Prismatic Cannon

Total: 1850pts

Pretty simple approach. I attached Inriam's Spectre to the Warlord Troupe for survivability crossing the battlefield from terrain feature to terrain feature, splintering him off the turn before I planned to charge. The other two Death Jesters join whatever large Troupe makes sense for fire lanes before they splinter off to take out targets of opportunity as they appear. The Company of the Threefold Stranger hops into the Starweaver to take advantage of Run & Shoot & Charge Turn 2 onwards. Skyweavers harass accordingly. Voidweavers align to put Serpent's Breath in the rear as much as possible to preserve the use of BS5 for one of them.

I was pleasantly surprised how well this worked out. Thought I would share it with the community to demonstrate how pieces of the Death Masque could be integrated. Works extremely well with Phantasmancy on the Shadowseers. For the record I wound up winning the tournament with this. Not that I did everything perfectly--opponents helped with a few odd decisions--but all in all it held up. I even got a match-up against 1850pts of Deathwatch for a truly fluffy game. Other games were against Storm Talons/Fire Raptor/Librian Dreads Blood Angels and Retaliation Cadre/Hammmerhead Squadron Tau.

Serpent's Breath can't buy voidweaver squad mates. It can replace a voidweaver unit in a Formation (i.e. Cegorach's Revenge, The Serpent's Brood, Cegorach's Jest, and Faolchù's Blade) , not a voidweaver model in a Squadron.

I disagree. Here is the specific wording:

The Serpent's Breath can be included in any Formation that lists 'Voidweaver' as part of its composition. The Serpent's Breath replaces a single Voidweaver.

Taking this in parts:

...lists 'Voidweaver' as part of its composition

The concept of Voidweaver on its own is, by definition of the unit type itself, a squadron of 1-3 models.

...replaces a single Voidweaver

One--and only one--Voidweaver can be replaced with The Serpent's Breath. It doesn't say that the Squadron is reduced to only one model in unit size. Therefore, one of a squadron of three Voidweavers can be The Serpent's Breath. It also prevents having two formations using Voidweavers with each possessing The Serpent's Breath. In effect, it's a unique model.

The Masque Detachment isn't a formation, so Serpent's Breath doesn't replace a voidweaver in a Masque. It can be included but must be taken as a heavy support option which does not allow purchasing additional vehicles for a squadron.

If you were using one of the formations that includes a voidweaver you would be correct that it replaces one model in the squadron.

I'd put it in the death watch ask question faq on Facebook. Since they are going to answer those before the final faq is published.

It's likely your only chance to get any more questions answered for a while.

Fair point, though I would be remiss if I didn't point out that the Cegorach's Revenge formation is a specific loadout of a Masque Detachment. This would all be a moot point had the rule stated "detachment" instead of "formation" as all formations count as detachments.

It will be interesting to see how this gets ruled.
