so you're going old school! good luck with it!
One problem i'm seeing with this list is you have only 20 marines to take and hold objectives. Only your tac squads will be Objective Secured. So unless you're looking at tabling your opponent and not bothering with objectives you're down on your ability to do that.
Land Raiders are awesome.......until you realise you've just spent 750 points for 6 t-l lascannons and 3 heavy bolters.
Landspeeders....what are they armed with?
My advice would be if you're dead set on Land Raiders then put your tactical squads in some ....and then...
HQ
Captain
Artifcer Armour
Power Sword
Power Axe
140
TROOPS
Tactical Squad (10 man)
Combi-Flamer
Flamer
155
Tactical Squad (10 man)
Combi-Flamer
Flamer
155
Tactcial Squad (5 man)
Razorback w/ T-l Heavy Bolter
125
Tactical Squad (5 man)
Razorback w/ T-L Heavy Bolter
125
FAST ATTACK
Landspeeder Squadron (2)
Multi-Meltas x 2
140
Landspeeder Squadron (2)
Multi-Meltas x 2
140
HEAVY SUPPORT
Land Raider Crusader
Multi-Melta
260
Land Raider Crusader
Multi-Melta
260
You have your 3 land raiders. Plus you now have 2 more troops to seize objectives. And more land speeders to provide anti-vehicle.

Land raiders are very rock/paper/scissors. A solid brick of AV14 will cause some lists problems, while others will cut right through it. If you do want to heavily utilize them, I’d make two suggestions.
One is to switch CT to Black Templars and take them as dedicated transports (LRCs at least) Mmmmmm... ObSec LRs.
The other suggestion is not going to help, but if you are plonking 3 down on the table, the spearhead formation is going to be the way to go.
In general though, LRs and competitive are not often seen in the same list. You pay a lot of points for a big tanks with a lot of features that are at cross purposes. Stand still and shoot all the guns? Or rush forward and deliver the payload? If you are just taking them to shoot, there are better ways of getting lascannons to the table. If you just want to move troops, rhinos/pods do it at a fraction of the cost.
Don’t get me wrong, I love my big ol’ box of pain. Classic Phobos pattern, with some sort of choppy death squad inside. Serves me well. A good unit, but not spectacularly so. And when talking about “competitive” play, will stay on the shelf.
There are a lot of different ways to build a marine list. You like LRs, you use DPs. That’s a good start to focusing things down. Do you have an existing collection you are building from? If so, are there units you favor?
I’m going to suggest a hybrid drop/mech list. Fluffy, should play decent on the table An armored column races across the planet, once they make contact with the enemy, vox up to the strike cruiser to call in the backup. What sort of ratio of drop/mech can be shifted. But at this point level while keeping a LR in the list, a single pod might be the best way to go.
10 man sternguard in pod (4 c-meltas, 2xHF)
LR w/assault temis (or honor guard, depends)
Librarian, ML2, bike
Bike squad loaded with Grav
10 man tac squad in a rhino (could be a pod)
2x TML/HB speeders
TLLC/LC pred
It’s a little light on scoring units, but I tried to keep some of the themes of your original list. But I also wanted to include some units that actually have some killing power. I’m a firm beliver that you can make use of everything in out codex. But if you want to take some of the “Meh” choices, it needs to be done in moderation and you need to tighten up the rest of your list to compensate.

So I get the point of the LR I was just kinda thinking of bringing them as a scare tactic. I was also playing with the Idea of bringing SM as a hord army, 1500 pts is a lot of tac, dev and assault squads.

4 Sternguard Veteran Squad , Combi-Grav x4
1 Veteran Sergeant , Combi-Grav
1 Drop Pod ,
4 Sternguard Veteran Squad ,Combi-Plasmagun x4
1 Veteran Sergeant , Combi-Plasmagun
1 Drop Pod ,
4 Tactical Squad , Flamer
1 Sergeant ,
1 Razorback , Twin-Linked Lascannon
4 Tactical Squad , Flamer
1 Sergeant ,
1 Drop Pod ,
4 Tactical Squad ,Flamer
1 Sergeant ,
4 Devastator Squad , Lascannon x4
1 Sergeant ,
4 Devastator Squad , Lascannon x4
1 Sergeant ,
10 Assault Squad , 153 pts = 9 * 17 (base cost 14 + Jump Pack 3)
1 Thunderfire Cannon , 100 pts
1 Thunderfire Cannon , 100 pts

list 2:
1 Captain ,
4 Sternguard Veteran Squad , Combi-Grav x4
1 Veteran Sergeant , Combi-Grav

1 Sergeant ,
4 Devastator Squad , Lascannon x4
1 Sergeant ,
9 Assault Squad , Flamer x2

If I could take a GST I know what I want to use but we cant so I have to go old school. I use to RUN a gun line with razorbacks and it worked okay.

WHy are you making your sternguard combi-plasmas?
You have the specialist ammunition already for anti-infantry. What you need is anti-vehicle on them. So melta/grav (grav better)

Are you footslogging combi sternguard in that second list? The only time you should take combi-spam is in a pod. If they can’t get their alpha strike, they are not worth the points invested in the combis.
And as for horde style marines, I did it once and it was fun. But you need more bodies. And outside the Gladius, I’m not sure how competitive it would be.
