I wanted to make a unit based on this illustration from the Art of the lord of the rings

Special rules
In and out-Vanguards may use a portion of thier movement in another phase (allowing them to do things like jumping in and out of line of sight to let of shots)

If you're going to try and introduce move-shoot-move to LotR you might have to introduce it to more than one unit. Why does this particular dude get it and Wood Elves (say) don't?

Good point.
At the time I was just thinking about what would match the picture, but it does make sense that other models should be able to do it especially since we see gondorians encumbered by heavy armour and longbows doing this at Osgiliath in the Two Towers. The problem with this is that you could have bunches of archer
s never being in line of sight of each other even though they can still shoot troops exposing themselves in order to move closer to them.
