If you're spamming razorbacks you may as well give the Dev Squads razorbacks too. Something to shelter behind and also provide them mobility.

Ditch any storm bolters on the Sternguard, their regular Bolters are superior. Using Sternguard you will want to use the Poison ammo 99% of the time. Sternguard are very killer. The Stormbolter doesn't get to use the Special Ammo so it is not as strong.

I suggest also ditching their Drop Pods and using them in Rhinos instead. This is because their Dedicated transport has the same rules as the Sternguard in the 1st company detachment. So the Rhinos can convey Fear to enemies within 12" of 3 of them, so mobility can be key.

Also, if in a droppod, the Sternguard must exit the Drop Pod. They can die too fast if having to footslog. I find I try to keep them alive as long as possible. They are set up well for AlphaStriking with the CombiMeltas but myself I just use them as ultra-killy marines manuevering the board.

You have 6 Twin Linked Lascannons on the Razorbacks. I think you can cut one Lascannon Devestator squad and instead give them all Heavy Bolters. Heavy Bolters can f-- up AV11 Vehicles real good, and Crimson Fists have the reroll-1s thing so they are even better. Heavy Bolters will also help a lot VS blob/horde armies. Heavy Bolters in the hands of Imperial Fists Chapter Tactics will often kill AV11 faster than Lascannons, something to consider because you will often face hordes of Rhinos.

Like the other poster said, since the Razorbacks are free (Gladdius) go ahead and give the Devs a Razorback each, go ahead and spend the points you saved on Dev Lascannons by getting 2 more twinlinked lascannons for the 2 new Razors.

Now this army list you have is obviously invested in a modest alpha-strike with the 3 drop pods, but what I'd do is instead scrape all the Combimeltas and a couple of flamers and just bring on another Sternguard. My advice is in no way perfect for every situation, but putting more things to kill on the table will make your opponents work harder. The big advantage your list has VS the rest of the 40k, is there is soooo much ObSec. ObSec is how you score points. Your list, w/ Pedro and Sternguard, has even more ObSec than a normal Gladdius, so I'd keep emphasizing that by bringing more Sternguard.

Last Edit- instead of bringing a 4th Sternguard, a better option is to bring Assault Squads instead of Attack Bikes. With Assault Squads you'll get to bring two more free Razorbacks, that are also Obsec. So that would equal 6 more hull points and 10 wounds worth of soliders, VS 4 wounds in the Attack bikes + 5 wounds in the Sternguard. Give those Assault Troops Flamers if you can, Flamers are pretty great VS everything that needs to hide in cover and is the cheapest Ignores Cover you can get. Go ahead and roll with heavy bolters on the Assault Squad Razorbacks.
