I wasn't sure where to put this so I've stuck it here for now

I write a lot of fiction for my armies. But I've hit a problem. I wanted a tech priest to come off as really annoying. Does anyone know how to make a character annoying on purpose or do I have him stumble around, saying things like "Meesa bombad"

Well, techpriests are not the most socially skilled individuals so you could play on that. Obsessive compulsive tendencies, oblivious to social ques and a strong urge to correct misinformation would all make for a tedious character.

Ask yourself: have you rated a gallery image today?

Generally, focus on a personality that people would find annoying rather than trying to make him annoying. A good option would be to have him see all unaugmented humans only one step up from servitors. So he would instruct/command them to do things with little or no explanation. So he might tell them to do something and walk away without waiting for a response, as with servitors you don't wait for a response, you just tell them to do it and they do it

Subtle but annoying traits, behaviors that are passive but none the less thoroughly annoying.

For example, a character that smacks his lips in between words.

You say Fiery Crash! I say Dynamic Entry!

At the moment i had him speaking ala HK-47 from KOTOR. Here's a test sample

A barrage of return fires hits the guadsmens outer lines
"Obvious statment: incoming enemy fire" says the tech priest, pointing at the oncoming corupted marines
Colour sergeant Hooks turns to the tech priest with a sneer
"Well OFCORSE they are shooting at us, i dont see anyone else. Do you, you moron"
"Objective retort: Definition of 'moron' is an individual with the mentality of a child; this unit is nearly two hundred"

but i dont think that has worked the way i hoped it would. I might re-work him

Yeah... That's not working. The use of "obvious statement" by the character making said obvious statement totally undermines the comedy.
Its funnier if Hook is the one calling his reports obvious and redundant but only if Hook is clever about it.

Like if he asks the annoying tech priest for a definition of "redundant statement" or suggests he restrict his reports to more constructive observations. Then the constructive observations can be annoyingly optimistic. "On the approximately 12.117% chance that we don't die in the next three minutes I recommend we evacuate our position."

I'm assuming you want the guy to be annoying because it's funny, and comedy often needs two characters to rub off on eachother, so try to think more about the pair of them than just the annoying tech priest and it should become more natural.

Yeah definitely don't try to write annoying lines, instead think of an annoying personality and think 'how would my premium dick-head of a character react to this'.

I definitely think that when scripting your interaction with other characters it is best to not try to focus on him being annoying, but rather the actual dialog. I tried it, and it takes a while but eventually you can get your message across without trying too hard.
