Well, they're fairly different. The spartan, at the end of the day, is a means to get something big and nasty into CC more quickly. It is a delivery system for something nastier than itsself. This means you've got to fork out for the base cost,+flare shield, +Armoured ceramite, +a 'star of some flavour to truly make use of the transport capacity. The lascannon arrays are good at taking on vehicles but not the reason you take a spartan. Everyone will have a contingency plan for dealing with a spartan. A storm eagle may not arrive on time, but it is faster and more manouverable than the spartan. At best you will get a T3 charge out of the eagle, so it isnt a brilliant assault unit. It could be well used to bring fresh tacticals on to hold deeper objectives though, so is an interesting tactical choice. It is a very durable flier, with 12 all round and 4 HP, people will need dedicated AA to bring it down. (Contemptor-Mortis Autocannons or a Deredeo) It it the cheapest vehicle that can carry a full 20-man blob of tacticals. On another note: The fire raptor is a blender, its job is to recollect its value as quickly as possible by destroying multiple medium and light vehicles and small MEQ units (special weapons, heavy weapons, support weapons teams). For ECs, both can be made to work, I assume you have some palatine blades who want to be hitting things ASAP. A land raider would serve palatines just as well as an assault transport, unless you want 10 blades, a praetor and an apothecary in a single squad. Phoenix terminators might want a spartan if you are taking more than five. Tactical blobs, veterans, support sqauds and kakophani gain more from the manouverability of the storm eagle though.
