Is this detachment/formation only useable in campaigns surrounding Gathering Storm or more specifically the Fracturing of Biel-Tan? Or, is this a new detachment/formation that will be sticking around indefinitely? I really like the idea of building up a list (even if it's just a fun list and not overly competitive) of all three Eldar factions. But, I'd rather not put in the time, effort, and especially the money if this particular Detachment/Formation can only be used in scenarios in the the Fracturing of Biel-Tan book or even as broad as all of the scenarios of Gathering Storm.

It'll stick around awhile. Hard to say indefinite - about the only thing that hasn't changed in 40K in the last 30 years is Space Marine battle companies. Many similar campaign lists have been introduced in the past and gone away after a few years either by being superseded or neglected.

However, with the current direction of the rules you're probably pretty safe mixing Aeldari units together.

I should have been more specific. By indefinite, I was trying to convey "until 8th edition comes out."

All the models from Fantasy End Times made it into Age of Sigmar. They are actually some of the most powerful models in AoS. GW won't invalidate a bunch of new models in the new edition. They will become the centerpieces of it.
