My idea for this list theme wise is that my Praetor is the greatest duelist in the Legion and he has a task force dedicated to hunting and killing VIPs, then getting out again, thus the large amount of armor and mobility; the Veterans are his *cough* "Chosen men"for these risky assaults. I got my inspiration by looking at the 40k Emperor's Champion model. The helmet is very Mrk 3ish and I feel like it could be the base of an awesome conversion. The Veterans are trying to maximize Legion synergy Flamers w/ Chem Munitions and the Sniper rule for maximum impact while also being very flexible between shooting, combat and mobility for an altogether reasonable price point. The Praetor hops in the Spartan with the Terminators or in the Legion Tactical Squad as necessary and hammers the enemy's front lines. Scorpius is here for counter battery fire as everyone at my shop loves themselves some phosphex equipped Medusas.

I have an idea for an alternate list though, dropping a Terminator in exchange for a second Scorpius, a Storm Eagle Gunship w/ linked lascannons, and a few more Tactical marines. Not sure if that is a major improvement or not.

Really good list, take a look at Reaping row, it will make veterans troops and have some rad grenades, also heavy support squads will be troops too.
One note, if you buy ccw for tacs you have to buy it for whole squad (yeah, sergeant also gets it), but that's no problem in current list, you have 2pts spare.

I actually avoided The Reaping because I could not seem to build a list I actually liked for it. No matter what I did, it would not work. I also don't like the loss of speed you get from the RoW and the list is already not particularly fast.

Well, it's really not that necessary. Have a fun game with list.

The title and name are just flavor. He is a Praetor in game rules terms.

I was curious about one thing though; would a Storm Eagle with lascannons for the Terminators and an additional Whirlwind Scorpius be a superior choice for this list?

Storm eagles are very 'meh'. Also DG don't really use transports a great deal. They like going for a nice stroll
