Ok I just began playing a Barkstar and had a great gaming time. Now I am wanting it to go more competitive. So I am looking for some more competitive lists at 1850 pts with a max of 3 detachments/formations. This is possibly going to Nova open this year.

I did run them with Azreal and a Conclave. I was looking to see if there was any better options I can put out within 3 detachments. And yes this is for Tournament competeive Meta.

I was using Sammual, but I am considering Celestine and her two body guards. Is there any advamtage to using SoB for a priest and his Hymms as opposed to rolling for Psychic powers?

If you take a Laud Hailer (or something like that-I don't remember the exact name) the Priest can guaranteed pass his Leadership test for rerolling saves in Close Combat.

So I can get a 4++ with Azreal and Feel no pain, and rerolling saves in CC with the Priest. I can add a Chaplain for Hatred as well. All of that would work without any psychic dice.

The biggest restriction is you can have a max of 3 detachments/Formations and only 1 Forgeworld Unit.

Ok so the List I have come up with is as follows:
Dark Angels CAD
Azreal
Ezekeil
Celestine
1 Scout Sniper Squad (5)
1 Tact Squad (5)
-Melta and Combi Melta in a Drop Pod
Wolfin Formation
15 Ferisian Wolves X 4 (60 total)
Librarius Conclave (Red Scorpions)
Loth
4 Librarians on Bike
-Lvl 2 all with Axes.
Comes to 1850 Exactly. I get to pick me powers with Loth so I will always have Invisibility and get 4 Librarians to fish for the powers I want like Veil of Time or Endurance. Azreal gives the 4++ and I can Pick the warlord trait I want (in case I do not get Endurance I can take the Feel no Pain trait). Celestine provides Hit and Run and a Tank for a lot of Wounds or Challenges. Ezekiel gets me a set of Psychic powers outside of the Conclave to cast. I can take Santic with him to get a good shot at Hammerhand and Sanctuary as well as he gives all models within 6in +1 attack. This will put the pressure on any army by turn two and be very hard to kill. I will very rarely give up more then 3 kill points a game and have a huge unit for table control. I can pick my combats to keep most units tied up and unable to move around.
The biggest issue I see is going to be Heavy Armor. I will have to rely on Hammerhand and really hope for Misfortune for rending. Knights will be a hard press for this list with stomps and high armor.
For Powers I will be taking Telepathy with Loth for Invis. Then I will go for Librarius for Veil and Biomancy for Endurance. I will go for Divination just for prescience but it is not as important as the prior. And I will let Ezekiel roll on Santic trying for Hammerhand and Sanctuary.
Any advice on this list or something I am forgetting?

Ezkiel only gives DA models +1 attacks.
If your not taking a chaplain, then make sure you give one of your libbies prescience. I also forgot to give one of the Libby a jump pack instead so you can re-roll charge distance.
If you know you might go up against IKs, give all your libbies melts-bombs too. If your able to get hammer hand, Celestine will go thru knights like butter. Also you can have one of your libbies roll on technomancy to help getting rid of some HPs.

Yes Forgeworld provided a FAQ That any of the Characters can be used in any Detachment or Formation. This made it legal for Loth to fill one of the Librarian spots in the Conclave and I can use Red Scorpions for all of them as Librarian HQ's. Their chapter tactics are not an issue, as it only effects Tactical squad Sargants
I was thinking of taking a Chaplain, instead of Ezekiel, and giving the Chaplain a Jump pack and PFist for some extra hitting power as well.

Jump pack re-rolling charge distance only effects the model with the jump pack now and not the whole unit. therefore not as huge as before.

The only army who possibly benefits from that now is RG as they get to use their JP in both phases while for everyone else to get the reroll they can only move 6"

Any detachment, not formation. Still can't take Loth in conclave. You could do second best thing and get Tigurius though.

Yes all formations are detachments so that allows Loth in the Conclave, also that is how it was ruled for the Nova Open Tournament.

Yes but your forgetting that it specifies what you can take in a formation and this is an issue for all forgeworld units no where in a librarius conclave does it say you can take Loth its like saying I can take a relic sicaran or a typhon in an armoured task force I cant do that
