Simply put, I'm thinking about getting into the game, and will be in a very tight budget for it, best faction/list for cheep? If I can stay away from daemons that your be preferble
Ironjawz, Flesh-eater courts, and Sylvaneth are probably your best bets for factions with books. All can probably be done fairly well for $250 or less after discounts with some hunting around.
Beastclaw Raiders too actually if you can find the winter assault boxset since I think that's an entire list in itself plus maybe one additional box.

Stormstorm Stormstormals can assemble an army for a pretty low price.
Split the starter box with someone who wants Khorne and add in a Start Collecting! Stormcast Eternals box. That's near 1000 points for about $120 without the book.

You actually get a 1100pts of stormcasts with that.
So with 3 start collecting boxes you can get the following amount of points, though with limited unit types, if you guild creatively;
Seraphon: Over 2k without battalions
Flesh-Eater Courts: 2k without battalions
Stormcast: Don't do it. Do as above x2 and you end up at the same approximate cost and over 2200 w/out battalions
Tzeentch Daemons: 2,500+ points w/out battalions
Slaves to Darkness: 2k without battalions
Bloodbound: Same as Stormcast and you end up around 2200 without battalions.
Nurgle Daemons: 1500pts w/out battalions
Khorne Daemons: 1560 w/out battalions
Clan Pestilens: 1900 w/out battalions if you're really creative with the modeling.
Greenskinz: 1600 w/out battalions
Ironjawz: 1320 w/out battalions
Sylvaneth: 1500 w/out battalions
Death (2 Skeleton Horde & 1 Malignants): A very bad 1900pt army w/out battalions.
All of these will on average after reasonable discount come out to just over $200. Some are worth more than others and some you'd probably dump the 3rd "start collecting" cost into another unit or two. But overall you can get tournament sized armies for right around $200.

Model cost yes. Points wise Tzeentch is ahead by a mile.
That makes perfect sense. I play Tzeentch Daemons. They are a really good army.
plus all of the Daemon armies give you a free 40k army to boot! double that money value!

Why do we ride atop these elegant craft? The better to hear the screams of our prey as we ride them down, to savour the fear etched on their faces, to taste the tantalising tang of their blood in the air as an appetiser before the feast. But most of all we ride them so that the slaughter may begin as soon as possible.
Icewind assault is a fairly decent box for its price and gives you a solid army.
Also gives you one of the high tier armies to boot.
If you don't mind selling, skaven can be made at an insanely low price.
I've simply been buying the spire of dawn set for £45 and selling the high elves side on eBay for £25.
Meaning I get around 700 points of skaven for £20.

Kind of hard to pass that up for the same price as a basic unit of clan rats.
Grab 3 of those for a total of £60 then add in some fun units.
