So let's see, do you mean a conceptual backstory for your gaming models, or a meaty idea for the army fiction stories you want to write?

Or both?

Anyway... I immediately think of two basic situations.

1. They are cooperating well
2. They aren't.

Since Astartes are (in the fluff) soooperrr huuuumaaan badasses, enhanced with amazing bio technobabble processes, and armed with kick-donkey war stuffs, they are not merely Army Special Forces, or even like any nation's current Marines, excellent though those be. ...so sometimes in stories they have a nine- foot titanium stick up their posteriors. But then, some chapters don't.

Are the Astartes there to rescue the Guard? To lend a tactical punch to the IG mission? To be supported by the Guard? To accomplish a related but separate mission from what the Guard is doing? To conduct a totally unrelated mission, but they are coordinating shared resources or operating from the same base for strategic reasons? Does the Guard even know why the Marines are there? Or is that classified? Have the Marines arrived to take over the operation? Because the Guard stumbled onto a classified bit of info or situation?

More ideas flashing through my head too fast to record them.

Anyway, if this is background for your actual tabletop army, then in practicality, they must be working OK together. Probably for the obvious reason: the IG are stationed here or nearby, and are naturally called on to fight whoever your tabletop opponent is. They have manpower and they have The Guns. Your Marines are also stationed nearby and feel a tactical or moral obligation to assist with this threat, using their Armored Angel of the Emperor training/enhancement/mystique.

But I guess yeah if you think of your gaming sessions as episodes of a dramatic action TV series featuring the interaction of IG and Marines, then the exact reason they work together each time might change with the battle scenario. And the specific units you bring to the table each time might change. You get to decide the dramatic interpersonal "off-table" interactions that enrich your War game on-table.

But I'm guessing you won't fail to support yourself because of political tension in a dramatic season-climax episode!

I know I come a little late, but...

To me, it would make sense for each Space Marine chapter to have a large contingent of Imperial Guard auxiliaries. After all, a Codex-compliant chapter only counts a thousand marines. Super-soldiers or not, you cannot win a planetary-level war with such a small force. Spearheading a surprise assault is one thing, but it takes a lot of manpower to occupy territory, protect supply lines, hold defensive positions, run counter-insurgency operations, etc. Conquering a world with a thousand Space Marines is like ordering SEAL Team Six to invade and hold a small country all by themselves.

Some Space Marine chapters rule entire worlds (such as Macragge), while others are fleet-based. One way or another, they must have thousands or even millions of normal humans around just to keep their world or their fleet running. There is no way Macragge is defended by only the Ultramarines, especially since many of them are gone on faraway missions at any given time. Likewise, there is no way the mighty ships of the Black Templars are crewed only by Black Templars: according to fluff, even the "small" Cobra-class destroyer can carry 15,000 people.

An administratum number cruncher has made a clerical error resulting in the misdirection of your Imperial Guard forces. They have arrived in on a secretive bunch of Dark Angels whose clandestine mission has gone awry and who consider the arrival of the lost guardsmen someting akin to providence. They reluctantly admit that they cannot acheive their secret goals without the help of these unlooked-for allies. They're all aware there's something deeply odd about what's going on but given that this planet is crawling with [insert enemy's here] its well within all their interests that they cooperate as best they can. Whether the Dark Angels will allow anyone to survive should they achieve their goal is another question for another day.

Seeing how 8th edition is basically giving you that opportunity with the unbound list and stuff, I think this is a great idea.

During the Badab Wars, Huron Blackheart secretly imbedded his IG forces with Space Marine in command and specialist positions. It was ultimately used to hide his true number of SM, but its still a good example of this being done.

Otherwise theres many instances of IG being joined by SM in fights. Maybe an IG regiment is a permanent auxiliary force to a SM chapter. Maybe its the SM being the auxiliary to the IG. Maybe the SM are the official political leader of a large territory, and your IG are the levies of these SM.

The possibilities are endless.
