Two questions to check my understanding is correct

1) if I have a psyker inside the new sisters rhino or close to a sisters unit or even attached to a sisters unit inside the rhino due to the faq the psychic abomination rule would not apply to the psyker and so the psyker could cast witchfire powers from the transport as normal.

2) under the new sisters formation the range of psykic abomination is extended for each unit on the battlefield does that include a sisters unit embarked in a transport or only once it's disembarked

Assuming you mean the new Sisters of Silence (who are not "Sisters" which normally means Sisters of Battle), then you are correct. You can't measure distance to units embarked in vehicles, so they aren't effected by being a unit "within" a certain distance. Assuming that the Sisters of Silence Rhino works exactly like a regular Rhino, then you are correct that you can cast a witchfire from it normally even while being within 12 inches of the Sisters of Silence.

As for your second question, a strict reading of the rules would say that the Sisters of Silence in a transport are NOT "on the battlefield", so they wouldn't count as a unit on the battlefield for their formation. However, if that formation says "for each unit in your army", then it would still count. You may need to provide this wording for us to know as the book is very very new.

Well, as written, a psyker inside the transport won't suffer the penalty when attempting to manifest witchfires, and units inside that are not "on the battlefield" due to being embarked in the transport won't count for the formation. My suggestion, however, would be to ask GW on their facebook page. They've gotten a lot better at putting out FAQ's, and while these would be the RAW answers, perhaps GW didn't mean it to be that way.

A Null Maiden detachment with 3 units of Sisters and 3 DT Rhinos will grant a 27" bubble to each unit if all 6 are on the table. Using just the minimal cheapest squad, that's 330 points to bypass the Psychic phase.
