Looking for some input on a list for my budding Sons of Horus army utilizing RoW: The Long March.

A look inside my noggin
The Delegatus is a fluff choice since I like non-unique characters in my list and he brings a RoW without too much investment.
Contemptor-Mortis is token AA and support for the foot-slogging tacticals.
Rapier Laser Destroyer Batteries are for resilient AT duty.
Vets are loading up in the LR Proteus and looking for something juicy to combi-plas.
Two Tactical squads will foot it to where they're needed, hopefully Fleet from the RoW will help them get to where Crusader can be used.
Terminator squad is already built with their Chainfists, so they'll definitely be in whatever the final iteration of this list is. From what I've seen Chainfists look like a great way of dealing with High-AV/Flare shielded targets and with the Dreadclaw they'll hopefully be able to get to whatever needs to be removed from the board. Looking for some synergy here with my Vet squad; Termis open the can and Vets use plasma on the contents.
LR Proteus is transport for the Vet squad. It doesn't bother me that its not an assault vehicle as I'm more looking for a reliable way to get these guys nice and close to utilize Death Dealers rule.
Laser Vindicators are my mobile AT, they're good looking models and put out an endearing number of S9 shots for their price tag.

Please let me know if there's anything you think I'll struggle with here or if you have some good alternatives in mind as most things aren't concrete, save for the Terminator squad and Delegatus. Thanks for reading.

Why regular Terminators when you have access to some of the best Terminators in the game? Justarian! You don't get the benefit from Merciless Fighters with initiative 1 weapons. That's why SoH Terminators usually have a mix of Lightning Claws/Power Weapons and only 1-2 p-fists (or chain fists). Killing a couple models at initiative 4 helps to outnumber your opponent when you get to initiative step 1. Justarian are also scoring units in missions where Troops are scoring. You also didn't specify what kind of Terminators (Tartarous or Cataphracti). I'd suggest Tartarous so they could at least overwatch, run, and sweeping advance and use the squad to hunt down less armored infantry. Why bother with a Grenade Harness when the entire squad has initiative 1 weapons? A couple extra S3/AP - shots won't help you much at all against the type of targets these guys are likely to face. Final note about the squad- no heavy weapon? A Plasma Blaster would be the best thing here, but not even a Heavy Flamer? Just another reason why I like the Justarian- they can take a Multi-melta.

The Tactical Squads would be much, much more resilient with Apothecaries. Keep the Apothecaries cheap (I give mine Artificer Armor and that's it).

The charm in taking a Land Raider Proteus is that it can have three TL Lascannons.

How to pay for all this? I'd sack a Vindicator. A squad of vehicles is a terrible idea. They all have to shoot at the same target, and get no bonus for doing so. Thanks to the way damage allocation works in a squadron, it is possible to lose both tanks to a single volley of anti-tank fire due to the way you resolve hits on a squadron (1 at a time until the nearest tank blows up/wrecked, then move to the next one, and the next, an the next...). Multiple high strength anti-tank shots are pretty common in 30K. Look at your own Rapier Battery with laser destroyers for confirmation! You would be better off splitting the Vindi's up, so you could at least shoot at multiple targets and force your opponent to split up his anti-tank shots.

Overall, not a bad list. Even if you didn't take any of my suggestions, it would do well on the table.

I agree with what Tamwulf is suggesting.

I'd also suggest, if you don't own the models already, trying the Graviton cannons for the Rapier squad. The haywire is just so consistent at hull point stripping, especially against pesky Flare Sheilds.

My experience against armies that take tanks in 30K is that they take a LOT of them and have to bunch them together at deployment, so the large blast haywire shot can really mess with their plans.

The Graviton cannons also pull double duty against foot slogging armies by putting them in difficult terrain.

I would echo the advice from above in regard to the laser vindicators. If you want to run two, I would split them up into individual units. That will help with survivability and also avoid overkilling a unit so no shots are wasted.

For the vets I wouldn't bother taking all 10 or the land raider. You can get just as many combi weapons in just 5 models. In fact, I would suggest upgrading one of those guys to the regular weapon for only 5 points. Then if by some miracle they are alive after unloading their first volley you have more special weapon shots.

Taking the land raider is also spendy without adding much in firepower. The best part about the proteus is the explorator array to help with reserve manipulation. However, you are not taking that option and you don't have much in the way of reserves anyway. I would probably dump it and take a rhino for the vets and two tactical squads with multi-meltas.
