I am wondering if I can give a wolf guard a second ccw and then trade it in for a combi-weapon so that I can still have a ccw and pistol for the additional attack in close combat. The codex does say any model can take a ccw so I don't see why this wouldn't be allowed.

Their data sheet does, the points table states all those weapons have to be exchanged which puts the brakes on the plan.
Only way you can really do it is to exchange all their Chainswords with Plasma Pistols.

I don't break the rules but I'll bend them as far as they'll go.

In the Grey Hunters unit all models are given the option of taking a ccw without replacing anything, and the Wolf Guard Pack Leader starts with a bolt pistol and chainsword, so I don't see any reason you couldn't give him the extra ccw and then swap it for something else.

You can't do this with the Wolf Guard unit though, as they aren't given that option.

If you're talking about Grey Hunters and not talking about Wolf Guard, then you should know that Grey Hunters can not take a combiweapon. However, one Grey Hunter for every 5 in the pack can take a Metlagun, Plasmagun, or Flamer - but you need to trade either a close combat weapon or a boltgun.

Wolf Guard have different options and can pick a combi-weapon, but also must exchange either their close combat weapon or boltgun to take that.

Both the wolf guard and the grey hunters can purchase a close combat weapon, and could then trade that for something else. If you're asking if they can purchase a close combat weapon, trade it, then purchase a second close combat weapon... that I'm not as certain about, but why would you? Just trade your boltgun for the combiweapon/meltagun since you could only shoot one per turn anyway.

Kinda off topic, you can get some good set-ups for Grey Hunters for Objective Camping/Enemy thinning

10 Grey Hunters
8 Chainswords
1 Rhino
1 Plasma Gun
1 Melta
1 Wolf Standard
Hook em up with an Ml2 Rune Priest on a Bike and go kill some stuff.

I don't think anyone really tries to make gunslingers, despite the ability to do so throughout the codex.

Before I got TWC I ran Jump Guard with Gunslinger and a Divination Rune Priest with Jump Pack escort, they hit surprisingly hard.

Blood Angels and Deathwatch are the only ones that can really do it well, they have access to Hand Flamers and Inferno Pistols.

It doesn't matter if it is first or second CCW that it changes out. You change out the first, still have the second.

Grey Hunters come with a boltgun and a bolt pistol. You can buy a CCW. You can choose to swap your boltgun for a Meltagun/Plasmagun/Flamer (Grey Hunter) or Combi-Melta/Plasma/Flamer (Wolf Guard Pack Leader) - so just swap the Boltgun and there's no need to purchase additional CCW (unless you just really want to model a guy with lots of weapons on him).

Wolf guard pack leaders only come with a ccw and bolt pistol. So if i can take the extra ccw and switch out one then he can still get the bonus attack for 2 ccw's and have the combi-weapon.

I see now. Yes, the entry says "any model may purchase a CCW." The Pack Leader is a model under that entry and so is allowed to purchase a close combat weapon. You can then swap out either your bolt pistol, or one of your two CCWs for the combi.
